Regular Meeting--August 14, 2002
The meeting was called to order at 7:30 PM by Mayor J.Bert Mahoney. Roll call followed the Pledge of Allegiance. Trustees Falcone,
Pascucci and Rocque were present; Trustee Kelts was absent. Also present were Clerk O’Brien, Treasurer Gorham, Attorney Varley,
and eleven concerned residents of the community. Trustee Rocque moved to waive the reading of minutes from the previous meeting and accept the minutes as printed. The motion was seconded by Trustee Pascucci and carried unanimously.
COMMITTEE REPORTS:
Trustee Pascucci----Anew center bed has been completed in Knickerbocker Park. The summer parks program will be closed on Friday; all went well. The final concert of the season will be held Saturday evening. Seeding of all parks will be done in the near future.
Trustee Falcone----we’re still trying to keep up with the bagged leaves and yard waste, in spite of not having the truck available recently. Buildings behind the 8th St. playground are being torn down. Catch basins are being repaired where necessary.
Trustee Rocque-----The Fire Dept. is continuing with weekly truck checks and regular department training.
Mayor Mahoney----The financial report as of July 31 is as follows: Checking Account Balance $103,421.73; Money Market Acct. $ 260,080.24; there were no CD’s. The total cash balance is $363,501.97. The unaudited utilities for July were $3,478.86; Payrolls, $8,382.82; and Section 8, $17,397.00. There were no budget transfers.
The current abstract on the General Fund is for $23,930.82. Trustee Falcone moved to pay these bills upon approval of the department heads and members of the Village board. The motion was seconded byTrustee Pascucci and passed unanimously.
Work has begun on the 9th St bridge. NY State D.O.T. will hold a public meetingat the Civic Center sometime in September to answer any questions which residents may have concerning the bridge construction.
The Second St. side of the Peebles Island Bridge should be completed within a few weeks. New lights and sidewalk will be installed on Second St.
We have applied for a $25,000 matching grant to improve the street-scape on Broad St.
Official Proclamations have been issued for librarian Sean Sullivan, who retires on August 31; and for the heros of Sept.11, to be included in a booklet which will be presented to all of the families of the fallen police and firemen. Our "day" will be Jan. 15,2003.
Village resident Bill Wulff is being sworn in as General Commanding at the national convention of the Independent Order of Odd Fellows in Wichita, Kansas next week. A letter of congratulation has been sent to Mr. Wulff on behalf of the Village.
Due to the large number of citizens in the audience, mayor Mahoney offered to suspend the regular meeting order and allow them to address the board. Richard Clickner of 76 Forth St. re-iterated his concerns regarding parking, youths, access to his garage, quality of life issues, and police response. He presented photos documenting his complaints. Other residents of the same area who addressed the board
Include jim Dolan, Sue Mitchell, John and Michelle Porcello and Sal Cicchinelli. All agreed with Mr. Clickner’s complaints, as well as adding problems with vandalism, speeding, lack of police patrols, and littering.
In response to these issues, members of the Board offered several suggestions. A Neighborhood Watch program can be activated; a higher fence may be erected at the basketball court, and locked after curfew; the 8th St. park expansion may alleviate some of the problems. Mayor Mahoney reported that, after thorough investigation, it has been determined that no state or federal law exists which bqns a truck carrying oxygen cylinders from parking on a residential street. The driver has been asked to not park close to the corner. Another meeting with the police can be scheduled if the residents so desire.
It is a possibility that the alley could be widened to allow for parking. The fence cannot be easily moved. The pavilion will not be moved. There is police presence which cannot always be seen. The business portion of the meeting resumed.
Kielty’s Emerald Isle has requested permission to close off the alley next to their Building on tugboat Roundup weekend, Sept.6-8, and to extend the noise ordinance until 10PM on Friday and Saturday nights. Trustee Pascucci offered the resolution (# ) and Trustee Falcone offered the second. All trustees and mayor Mahoney voted yes.
Ahearns Hideaway has requested permission to close part of Second St., from Broad St. to the alley behind their building, on Sept. 7. Trustee Rocque offered the Resolution (# ) and Trustee Falcone offered the second. All Trustees and Mayor Mahoney voted yes.
Trustee Falcone offered a resolution (# ) authorizing Mayor Mahoney to sign this year’s agreement with Riverspark and to pay the annual dues of $1200. The second was offered by trustee Falcone; all Trustees and Mayor Mahoney voted yes.
Trustee Falcone offered a resolution(# ) authorizing the clerk to advertise for bids for paving certain village streets; bids to be opened Sept. 9. Trustee Rocque offered the second. All Trustees and Mayor Mahoney votes yes.
Trustee Rocque offered a resolution (# ) to accept the web site proposal from George LaMarsh, dba Fordian.com Trustee Falcone offered the second. All trustees voted yes. Mayor Mahoney abstained from voting. As there was no further business to transact, the meeting was adjourned at 8:35PM.
