Regular Meeting—Dec. 8, 2004

            The meeting was called to order following the Pledge of Allegiance.  All Trustees and Mayor Mahoney were present.  Also present were Treasurer Fletcher, Attorney Varley, Clerk O’Brien, Dir. of Public Works Falcone, Deputy Treasurer Gorham, and Record reporter Rob O’Connor.

            Trustee Kelts moved to waive reading the minutes of the November meeting and accept them as written.  Trustee Rocque seconded the motion, which passed unanimously.

COMMITTEE REPORTS:

            Trustee Pascucci—Thanks to Craig Falcone and One Day Signs for their help in decorating Knickerbocker Park for Christmas.

            Trustee VanDervoort—read the report of Public Works Director Craig Falcone, describing his activities.  During the past month he spent 51 hours on various projects for the village.  The complete report is available from the Village Clerk.

            Trustee Rocque—read the fire chief’s report of activities during the past month.  The department responded to12 emergency alarms.  The complete report is available from the Village Clerk.

            Trustee Kelts—reported several problems with trash, which have been eventually cleaned up by the property owners.

            The financial report for November is as follows:  Checking account balance, $72,386.31; Money Market Acct., $147,081.95; for a total general fund balance of $219,468.26.  Special Projects Fund balance, $369,636.13.  Unaudited utilities, $3,318.71; Payroll, $5,283.15; Section 8, $21,662.00. 

            The General Abstract totals $27,866.10, and the Special Projects Abstract totals $35,850.26.  Trustee Kelts moved to pay these bills upon approval of the various department heads and the village board.  Trustee Rocque seconded the motion, which passed unanimously.

            The lights on the 9th St. Bridge will be activated as soon as the poles have been installed in the parks on either side of the bridge, as they are all on the same circuit.  Unfortunately, those poles have not yet been delivered.  The Streetscape Project is almost completed on First, Third and Fourth Streets.  Mayor Mahoney thanked Deputy Mayor Ray Rocque for taking over during the mayor’s vacation absence.  One problem with sidewalks is now in the hands of our attorney.

            Trustee Kelts offered Resolution #     to adopt Local Law #6, as addressed tonight at a Public Hearing, establishing a “No Parking Corner To Here” zone at the Southeast corner of Fourth and South St.  The second was offered by Trustee Rocque.  All Trustees and Mayor Mahoney voted Yes.

            Trustee  VanDervoort offered Resolution #      authorizing a letter of support for an Empire Zone at 93 Broad St.  The second was offered by Trustee Kelts.  All Trustees and Mayor Mahoney voted Yes.

            Trustee VanDervoort offered Resolution #       authorizing a letter in support of Saratoga County’s application to construct 3  radio towers inside the Adirondack Park.  The second was offered by Trustee Rocque and all Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #       for the following budget transfers:  $20,914.00  from A2770 to A7110.4; $1,577.00 from A1990.4 to A1420.4; $4,140.00 from A1289 to A3140.44; and $35,850.26 from H3115.4 to A5110.4.  Trustee Kelts offered the second.  All Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #      authorizing the mayor to sign an agreement with Marvin & Co. for auditing village finances for the fiscal year 2004-2005.  Trustee Rocque offered the second.  All Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #        appointing George Quick as the new Village Fire Inspector.  Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Pascucci reported on the activities and services provided by the Waterford Youth Council and their current fund raising efforts. 

            As there was no further business to come before the board, the meeting was adjourned at 7:46 PM for an executive session to discuss ongoing litigation.   The meeting was reconvened at 7:52 PM and adjourned.
