Regular Meeting January 14, 2009
The meeting was called to order at 7:30pm, following five public hearings. Following the Pledge of Allegiance the Mayor announced that the meeting was dedicated to Buddy Doud and Doctor Paul Gratton whom passed away this month. Present were Mayor Mahoney, Trustee Kelts, Rocque and Vandervoort. Trustee Pascucci attended the Quadricentennial meeting. Attorney Varley, Clerk Koblensky and Treasure Ryan VanDervoort were present. Also attending were Chief Fairclough, Asst. Chief Brian Wright Craig Flacone and Cheri Peaslee. Trustee Kelts moved to waive the reading of the minutes from the previous meeting. Trustee Rocque seconded the motion, which passed unanimously.
COMMITTEE REPORTS: Trustee Pascucci- was at a meeting regarding the 400th Quadricentennial celebration. Trustee VanDervoort- very busy month for fire dept. 27 alarms, along with 74 alarms in a 3 day period due to the ice storm. The fire dept. put in over 400 man hours this month along with truck and equipment checks. Trustee Rocque- I would like to thank the fire dept. for a job well done, for all your hard work and dedication during the ice storm. Village cleanup, snow plowing and salting, full report is available in the village office. Trustee Kelts- canal fest will be held in May, Sellout in September, hopefully there will be some concerts in the park. Village is clean no complaints. The financial report for the month of December is as follows: Checking Acct., $65,467.86; Money Market Acct., $64,995.21 for a total General fund balance of $130,463.007. Special project fund balance, $1634.34; Unaudited Utilites, $7,657.69; Payroll $5,726.19; Section 8, $26,988.05. The current abstract on the General Fund totals $23,513.53. Special projects abstract $445.49. Budget Increases; Contractual account (A3410.4) by the amount of $4,438.54. Result of insurance policy rebate. Made Principal ($52,000.00) & Interest ($2,978.25) Payment on the Aerial Truck Serial Bond for the total amount of $54,978.25. Trustee Kelts moved to pay the bills upon the approval of the department heads and the board. Trustee Rocque seconded the motion, which passed unanimously. Mayor Mahoney- I would like to thank the fire dept for all their hard work thurout the ice storm. I had conference call everyday at 4:00pm thurout the days of the ice storm. I complained to National Grid in 1987,2003,2008, the lines behind the VFW came down. New poles were installed in 1993, to take care of this problem, the wires have not been switched over, if that had been done this would not have happened. Trustee Kelts offered resolution# authorizing Bova Engineering to inspect the porch at 8 division street, and make a recommendation in regards to the safety of the porch. Turstee Rocque offered the second. All Trustees and Mahoney voted yes. Trustee Kelts offered resolution# placing a lien on the property to cover the charge for the inspection. Trustee VanDervoort offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Kelts offered resolution# to accept local law #1 subdivision regulations for the Village of Waterford. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Rocque offered resolution# to accept local law #2 Amendment to the zoning law of the Village of Waterford. Trustee Kelts offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Kelt offered resolution# to accept local law #3 regulating temporary entrance structures in the Village of Waterford. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted yes. Trustee VanDervoort offered resolution# to accept local law #4 regarding outdoor café/restaurant/bar seating areas in the Village of Waterford. Trustee Kelts offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Rocque offered resolution# to accept local law #5 regulating encroachments on sidewalks in the Village of Waterford. Trustee Kelts offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Kelts offered resolution# authorizing the Mayor to sign agreement with Kickerbocker Consulting LLC to do consulting and support for the Waterford Canal Fest, at the cost of $3500.00.
