Regular Meeting March 11, 2009
The meeting was called to order at 7:30PM. Present were Mayor Mahoney, Trustee Kelts, Rocque, VanDervoort and Pascucci. Clerk Koblensky and Treasure Ryan VanDervoort were present. Also attending were Asst. Chief Brian Wright, Asst. Chief Jason Rocque, Michael Marchese and Gail Marolla. The Mayor thanked the Library for inviting us to hold our monthly meeting at the Library. Trustee Kelts moved to waive the reading from the previous meeting and the special. Trustee Rocque seconded the motion, which passed unanimously. COMMITTEE REPORTS: Trustee Pascucci- reports in insurance fire coverage, no change to the policy. As far as the Quadricentennial many events are being planed, also the Town and Village will be presented with a flag for this event. Waterford youth council is having country line dancing, Monday the 16th at 6:00PM. Their monthly meeting will be held on the 19th at 6:00PM at the Waterford youth council. Trustee VanDervoort- museum, heritage day will be a week long this year with a small event planned each day ending with the parade on August 8th. The museum will host a pancake breakfast on April 26th. The 2009 canal clean up will be April 18th. The canal way education program will be the first week in June. The fire dept had ten alarms in the month of February, annual testing of the ground ladders on March 18th along with annual maintenance of the trucks. Chief Fairclough will be out of town 3-16 to 3-20 he will be teaching at the NY State Fire Academy, Asst Chief Jason Rocque and Asst. Chief Brian Wright will be in charge. Trustee Rocque- Library Highlights Friends sponsoring gardening program with Kerry Mendez on Thurs March 19th and Classic Movie Night on Monday March 23rd. Friends will also be selling food at Mobil Mart during Canal-Fest Weekend. Director of Public Works- work has been done in the following areas: Storm debris cleanup and Community service, full report is available in the Village Office. Trustee Kelts- concerts in the park 3 planned for this upcoming summer, July 25th August 1st, August 18th. Sellout will be held the weekend of the 26th. The financial report for the month of February is as follows: Checking Acct. $36,685.85; Money Market Acct., $19,990.94 for a total General fund balance of $56,676.79. Special projects fund balance, $16,855.66; Unaudited Utilites, $7,465.92; Payroll $5,501.95; Section 8, $26,262.05. The current abstract on the General Fund totals $58,442.17. Funds Transfer $25,000.00 from Market Account to the General Account. This allows the Village to fund expenditures. Trustee Rocque moved to pay the bills upon the approval of the department heads and the board. Trustee Kelts seconded the motion, which passed unanimously. Mayor Mahoney- I meet with National Grid last week in regards to the electrical polls behind VFW they will be transferring the wires within the next month, they will need to shut down the power for about 1 hour. Also discussed the lights on the south side of Broad Street we need to move the conduit, planert utility will do this, we will have to pay few hundred dollars. Second Street, Streetscape program were working on this, the mini boulevard that was discussed not going to work also it would be to expensive. The porch at 8 Division Street, there has been a lot of discussion, letters back and forth. Ken Varley advised to give Mr. Sydor two more weeks to hire a contractor. Trustee Kelts offered resolution# to give permission for the First United Church to use Kinckerbocker Park for Easter Sunday Sunrise Service. Trustee Pascucci offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Kelts offered resolution# granting permission to McGreivey’s to have off premise sales and extend the noise ordinance until 11:00PM for their 3rd annual St. Patricks Day celebration on March 17th 2009. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Kelts offered resolution# authorizing riverstreet planning to complete a Restore NY Grant for Broad Street at a cost not to exceed $1500.00. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Rocque offered resolution# call for a public hearing on May 13th at 7:15PMfor the section 8 agency plan for 2009. Trustee VanDervoort offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Kelts offered resolution# authorizing the Mayor to sign a 46 month contract with County Waste for garbage collection in the Village of Waterford total of the contract is $484,500.00. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Kelts offered resolution# to hold special meeting Tuesday March 24th at 7:00PM audit the village books and to make a plan for stabilization of the columns on the porch at 8 Division Street. Trustee Pascucci offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Rocque offered resolution# approving Mike Burns as 1st Asst Captain and Brian McMahon as 2nd Asst Captain for Knickerbocker. Trustee Kelts offered the second.
