Regular Meeting—May 11, 2005

            Mayor Mahoney called the meeting to order at 7:30 PM.  Following the Pledge of Allegiance the roll was called, showing Trustees Kelts, Pascucci and Rocque to be present.  Trustee VanDervoort was absent and excused.  Also present were Craig Falcone, Attorney Varley, Clerk O’Brien, Treasurer, Fletcher, John Porcello, Rev. Cheri Peaslee, Frank Galarneau, and Jim O’Brien.

            Trustee Kelts moved and Trustee Rocque seconded the motion to waive reading the minutes from the previous meeting.  All voted Yes.

COMMITTEE REPORTS:

            Trustee Pascucci—Recommended appointing Victoria Kelts to be playground director again this year.   He also read the report from the Director of Public Works.  The complete report is available from the Village Clerk.

            Trustee Rocque—The fire department answered 18 emergency alarms during April.  The complete report is available from the Village Clerk.

            Trustee Kelts—The Canalfest was a great success and the schedule for Concerts in the Park has been completed and fliers are available

Financial Report as of April 30—Checking Acct. $178,044.98; Money Mkt. Acct., $147,460.35; Total General Fund Balance, $325,505.33..  Special Projects Fund Bal., $95,705.73.  Unaudited utilities, $6,065.69; Payroll, $5,007.56; Section 8, $20,620.85. 

There are 3 abstracts:  Canalfest, $7,326.88; General, $39,992.30; and Special Projects, $52,378.93.  Trustee Kelts moved and Trustee Rocque seconded the motion to approve the financial report.  All voted Yes.

Mayor Mahoney reported some problems with the streetscape projects, which are being addressed.  The lights on the 9th St. bridge will soon be connected by a joint effort between NYS and Niagara Mohawk.

The RPI Studio was a great success and provided a lot of resource material for future projects.

            Attorney Varley reported that the lawsuit against the gas station at 112 Broad Street has been put on the trial calendar but it will be at least 2 more months before a ruling is made.

            Trustee Kelts offered Resolution #         honoring the memory of the late Jack Riegert.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #        authorizing the Waterford Fire Dept. to participate in the Saratoga County Mutual Aid plan.  Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #       calling for a special meeting of the Village Board on Tuesday, May 31, for the purpose of fiscal year-end budget housekeeping.  The second was offered by Trustee Rocque; all Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #        to pay one-half of the $5,500. cost of a monument, to be placed in Soldiers and Sailors Park, honoring our patriots who served in the Revolution and the War of 1812.  The Town will also pay half, ($2,750.).  The second was offered by Trustee Rocque; all Trustees and Mayor Mahoney voted Yes.

            Trustee Pascucci offered Resolution #       to appoint Victoria Kelts as village parks director.  The second was offered by Trustee Rocque.  Trustees Pascucci and Rocque and Mayor Mahoney voted Yes.  Trustee Kelts abstained.

            Trustee Pascucci offered Resolution #       to authorize participation with the Town, at a cost of $2,500, in building a skateboard park at Garrett Field.  Trustee Kelts offered the second.  All Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #       to authorize a tax warrant in the amount of $229,653.00 for the next fiscal year.  The second was offered by Trustee Kelts; all Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #      to accept the Section 8 audit as presented by Marvin & Co.  Trustee Rocque offered the second.  All Trustees and Mayor Mahoney voted Yes.

            As there was no further business to transact, the meeting was adjourned at 8PM.
