Regular Meeting  November 13, 2002

 

        The meeting was opened at 7:30 OM by Mayor J. Bert Mahoney. After the Pledge of Allegiance, the roll call showed all
Trustees to be present,as well as Treasurer Gorham, Attorney Varley and Clerk O'Brien. In the audiance were David Baker,
George Bush and Jack Riegert.
        Trustee Kelts moved to waive reading the minutes from the previous meetingand accept the minutes as printed. His motion
was seconded by Trustee Rocque.
        Committee Reports:
        Trustee Pascucci--re parks, decorating for the holiday season will begin soon, to becolleted by Dec. 1, weather
permitting. Our new sign, donated by One Day Signs, will also be installed by that weekend. Re insuranc, we ahve quotes from
Round Lake Insurance for increasing our coverag, which will be discussed during New Business.
        Trustee Falcone--A few minor problems re streets were reproted to me by the police dept. and have been taken care of.
The inmates have been picking up leaves and will be back next week to continue helping us.
        Trustee Kelts-- No report.
        Trustee Rocque-- The Fire Dept. answered a total of 12 emergency alarms during October. The department is continuing
with weekly truck and radio checks and also attend various training sessions. Fire Prevention week was observed from Oct.
7-11, with an open house on Oct.9 and educational programs held during school hours at all of the schools. A complete report
is available from the Village Clerk.
        Mayor Mahoney--All of the construction projects in the Village are going well.The lighting on the Ninth St. Bridge is
scheduled to be completed by early Dec. The Second St. side of the Peebles Island Bridge is just about complete and has made
a vast improvement to that area.
        The Financial Report for the month of Oct. is as follows: Checking Acct.Balance,$36,921.01 Money MarketAcct.$291,457.73;
Total General Fund Balance, $328,378.74. Special Projects Acct. Bal. $45,808.15; Unaudited Utilities, $3,424.96; Payrolls,
$3,122.55 anSection 8, $20,046.00.
        We have an abstract tonight totaling $74,325.35. trustee Rocque moved to pay these bills upon approval of the various
department heads and the Village Board. The second was offered by Trustee Kelts. All Trustees and Mayor Mahoney voted yes.
Mayor Mahoney reported that Attorney Varley has drawn up a parking ordinance which deals with boats and camping vehicles
and trailers left on village streets for longer than 48 hours. He requested a resolution calling for a public hearing on thi
new ordinance for Dec. 11 at 7:00 PM. The Resolution (#25) was offered by Trustee Falcone and the second was offered by
trustee Rocque. All Trustees and Mayor Mahoney voted yes.
Trustee Kelts offered a Resolution (#26) to transfer $52. from A1990.4 (contingent Acct.) to A9010.8 (NYS Ret.) and
$439.00 from A1990.4 to A1910.4,(unallocated Insurance). The second was offered by Trustee Rocque. All Trustees and Mayor
Mahoney voted yes.
        Trustee Kelts offered a Resolution (#27) to increase the insurance bond on the tax collector/treasurer from #100,000.00
to $225,000.00, at a cost of #30.00 per year. Trustee Falcone offered a second. All Trustees and Mayor Mahoney voted yes.
        Trustee Pascucci offered a Resolution (#28) to increase the umbrella policy from $3 million to $5 million, at a cost of
$708.00 per year. Trustee Kelts offered the second. All Trustees and Mayor Mahoney voted yes.
        Mayor Mahoney opened the floor to anyone in the audience who desired to address the Board. David Baker, a resident of 10
seventh St., voiced concern over a very faded and non-reflective stop sign at Eighth St. and Washington Ave., where he was
nearly involved in an accident. He was assured by Trustee Falcone that the sign was on the list to be replaced, and should be
gone by the end of this week. Mr. Baker also questioned the reason for the fire siren activation serveral times on Oct.26.
Mayor Mahoney explained that neither he nor anyone on the Village Board was responsible for activating the siren and any
questions concerning the reason for it should be addressed to the Waterford Police Dept., not the Village As there was no
further business, the meeting was adjourned at 7:52PM.
