Regular Meeting—September 9, 2002
The meeting was called to order at 7;30PM by Mayor J. Bert Mahoney. The roll was called after the Pledge of Allegiance and a moment of silence in memory of all those lost on Sept. 11, 2001. Trustee Rocque was absent. Trustees Falcone, kelts, and Pascucci were present, as well as Attorney Varley, Clerk O’Brien and Treasurer Gorham.
Trustee Kelts moved to waive the reading of minutes from the previous meeting. His motion was seconded by Trustee Falcone and carried unanimously.
COMMITTEE REPORTS:
Trustee Pascucci – The summer parks program has completed a very successful season. A new youth Council season will begin at the end of September. All insurance renewals are up to date.
Trustee Falcone – Numerous complaints about the rough cement patches at Broad and 6th and Broad and 7th Streets after the sewer work was done by the town. Since Broad St. is a NYS highway, a request has been made to Dom Gabriel for the state to make repairs. A sink hole at 2nd and Middle Streets is being filled in. Leaves are being picked up slowly. There is a need for a better system.
Trustee Falcone also read the report from the Fire Dept. There were 13 alarms during August. The department does weekly truck checks. They held a water rescue drill With the Waterford Rescue Squad.
Trustee Kelts – People are beginning to sign up for the great Village Sellout scheduled for Sept.21-22 . Maps showing sale locations will be available on that Saturday.
The financial report as of August 31 is as follows: Checking Account Balance, $81,613.79; Money Market Account, $271,640.43; no C.D.’s at present, for a total cash balance of $353,254.22. The unaudited utilities for August were $3,347.12; Payrolls were $7,461.32; and Section 8 payments totaled $22,772.00.
Mayor Mahoney reported that sidewalk and curb work will begin this week on the Second St. approach to the Peebles Island Bridge. A public meeting will be held in regard to the Ninth St. Bridge
Work. The State has agreed to install the conduit for the 8 additional lights on both sides of the new bridge.
Assemblyman Pat Casale has arranged for a $3,500 member item toward the restoration of the Tugboat Boffalo. The Village will act only as signer of the contract.
A letter was read from a First St. resident who objects to the language and actions of ypuths occupying a garage in the alley behind his home. He is asking for the help of the Village Board. ALengthy discussion was held and it was decided to speak with the landlord before any action is taken.
The abstract for this month is in the amount of $ 24,048.18. Trustee kelts moved to pay the bills upon approval of the department heads and the Village Board. The motion was seconded by Trustee Falcone and carried unanimously.
Two budget transfers were requested by the treasurer. The first is to move $20,000. From A2770 to A9950.9, Capital Projects Fund, for the streetscape project. Trustee Kelts offered the resolution,(# )Transferring the surplus money received from the county. Trustee Falcone offered the second. All Trustees and Mayor Mahoney voted yes.
The second transfer $15,000. From A8510.4 Community Beautification to A9950.9 Capital Projects fund for the streetscape project. Trustee Kelts offered the Resolution (# ) , which was seconded by Trustee Pascucci. All Trustees and Mayor Mahoney voted Yes.
The bids for street paving were opened today at noon. Bid amounts are as follows for option 2: Talham, $68,060.00; Callanan, $48,750.00; Kubricky, $48,990.00; Hudson River, $49,500.00; and Rifenburgh,$84,300.00. After approval of the bid documents by Attorney Varley, Trustee Kelts offered the Resolution (# ) to award the bid to Callanan Industries, the low bidder. Trustee Falcone offered the second. All Trustees and Mayor Mahoney voted Yes.
Trustee Kelts offered a Resolution (# ) to accept the quotation of $12,250. From D.A. Colloins Construction Co. for the installation of a new sidewalk along the west side of 2nd St. ,Trustee Falcone offered the second. All Trustees and Mayor Mahoney voted Yes.
Trustee Kelts made a motion to close first St. to traffic from broad St. north on Sept. 21 and 22, allowing residents to use the one-way section of Division St. to access their homes. Trustee Falcone seconded; the motion carried unanimously.
Trustee Kelts also moved to close Division St. between 7th and 8th Streets on Oct. 9 from 6-9PM for Fire Prevention Week activities by the fire department. Trustee Falcone seconded and the motion carried unanimously.
Trustee Falcone offered a Resolution (# ) authorizing any interest earned on the Streetscape Account to remain in that account and not be transferred to the general fund. Trustee Kelts offered the second. All Trustees and Mayor Mahoney voted Yes.
As there was no further business to conduct, the meeting was adjourned at 8PM.
