Regular Meeting—November 12, 2003
Mayor J. Bert Mahoney called the meeting to order at 7:30 PM, following a public hearing to receive comments on erecting a permanent stop sign at Seventh St. and Pine St. All Trustees were present, as well as Attorney Varley, Treasurer Gorham, Clerk O’Brien, Frank Galarneau, Jim O’Brien, Brenda Fletcher, George Bush and reporter Phil Vanno. Trustee Kelts moved to waive the reading of minutes from the last meeting and accept them as written. Trustee Rocque seconded the motion, which carried unanimously. COMMITTEE REPORTS: Trustee Pascucci—The Christmas lights will be put up in the park at the end of this month. Anyone wishing to assist or offer suggestions should call Mr. Pascucci at home. The façade committee has held its initial meeting and will meet again on Dec. 16 at 7 PM. Trustee VanDervoort—Read the monthly report from the Director of Public Works. Approximately 31 hours were spent during the month of October working on street signs, sidewalk repairs, and traffic problems. The complete report is available upon request from the Village Clerk. Trustee Rocque—The Fire Dept. answered a total of 20 emergency alarms during the month of October. They continue with weekly truck and equipment checks and various drills. A controlled burn was conducted on Oct. 18. The complete report is available upon request from the Village Clerk. The department has recently applied for a FEMA grant to help with funds for their Fire Prevention Week activities. Trustee Kelts—Tentative plans are underway for the Fife & Drum muster scheduled for the first weekend in June. A few trash problems have been taken care of, with good cooperation from residents. The financial report for October is as follows: Checking Account balance $38,870.42; Money Market account, $317,866.27; no C.D’s . The total cash balance is $356,736.69. The Special Projects Fund balance is $49,224.19. Unaudited utilities were $3,537.17; payrolls, $5,275.25; and Section 8 came to $22,513.64. The current General Fund abstract is for $16,125.49. There is also a Special Projects Fund abstract in the amount of $12,250.00. Trustee Kelts moved to pay these bills upon approval of the department heads and the village board. Trustee Rocque seconded the motion, which carried unanimously. Mayor Mahoney reported that NY State DOT will conduct a safety study at the intersection of Third and Division Streets and make their recommendations as soon as possible. The Peebles Island bridge is now open for pedestrian traffic. There is still no date scheduled for the official opening. The State will pave Broad St. in the very near future to keep it passable through the winter. Trustee Kelts offered a Resolution (# ) transferring $4,001. from A1289, departmental income, to A3410.4, Fire Fighting Contractual. This is the amount of an insurance dividend received from Utica National Insurance. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered a Resolution (# ) to adopt Local Law #7, regarding a permanent stop sign and the intersection of Seventh St. and Pine St. The second was offered by Trustee Rocque. Trustee Kelts offered a Resolution (# ) appointing the following committee to apply for a grant from the U.S. Dept. of Education for the Waterford Fire Dept.: Russ VanDervoort, Ray Rocque, Jim Fletcher, Tom Wright and John Fairclough. The second was offered by Trustee Pascucci. All Trustees and Mayor Mahoney voted Yes. Trustee Pascucci offered a Resolution (# ) appointing Margie Mahoney and Tricia Matson as additional members of the Façade committee which was appointed at the October meeting. Trustee Kelts offered the second. All Trustees and Mayor Mahoney voted Yes. Frank Galarneau reported a noticeable difference in the amount of heavy truck traffic and speeding on Sixth St. since the new weight limit and school zone signs have been erected and police enforcement began.
