Regular Meeting ----  March 12, 2003

 

        The meeting was called to order at 7:35PM by Mayor J. Bert Mahoney.
Following the Pledge of Allegiance, the roll call showed all Trustees to be present, as
well as Treasurer Gorham, Attorney Varley, Clerk O'Brien, Robert Lowther, George Bush
and David Baker, resident of 10 Seventh St.
        Trustee Kelts moved to waive the reading of minutes from the previous meeting
and accept the minutes as printed. The motion was seconded by Trustee Rocque and
carried unanimously.
COMMITTEE REPORTS:
        Trustee Pascucci -- We should be able to get the Christmas decorations down
this week, if the weather holds. County Waste, the new garbage hauler, will be distributing
recycling boxes and instructions within the next week or two. New parks equippment is
being tracked down and priced.
        Trustee Falcone -- No Parking signs are finally up on Third St.
        Trustee Rocque -- The Fire Dept. answered 17 emergency alarms. they are
continuing with weekly truck checks and advanced training. Names of individual company
chiefs have been submitted as follows: Knickerbocker, James Fletcher; Ford Hose, Thomas
Wright; and Kavanaugh, John Fairlough. Plans have been made to follow in case of an
localized flooding.
        Trustee Kelts -- Canalfest is scheduled for May 10; the Fife and Drum Muster will
be May 31--June 2; concerts in the park will again be offered on Sat. evenings during July
and August; the Great Village Sell-out will be held Sept. 27 & 28.
        Mayor Mahoney -- Mohawk Ave. will be temporarily closed on Monday, Tuesday
& Wednesday of next week (March 17-19) because a 250 ton crane will be installing the new
gates on Lock 2. The potholes on 9th St. will be filled with blacktop as soon as the plant opens.
Until then, cold patch will be used. The new street lights have been installed on Second St.
approach to the Peebles Island Bridge. FEMA has declared an 871/2% reimbursement for the
"best" 48 hours following the December snowstorm, so the village should receive at least
$7,000 reimbursement. We have also put in a request for $10,382 for snow removal on Third St.
        The finacial report for Febuary is as follows: Checking acct. balance, $38,442.98.
Money Market acct. balance, $40,358.97 for a total cash balance of $78,801.95. Special Projects
fund balance, $45,961.07. Unaudited Utilities in Feb. were $5,014.02, Payrolls, $3,100.34;
Section 8, $18,333.00. There were no budget transfers. The current abstract is for a total of
$21,422.67.
        Trustee Kelts moved to pay the bills upon approval of the department heads and
the Village Board. The motion was seconded by Trustee Pascucci and carried unanimously.
Trustee Rocque offered a Resolution (# ) to transfer $608.00 from A1990.4
(Contingent Fund) to A3410.4 (Fire Dept.) for the fireinspection banquet. Trustee Kelts offered
the second. All Trustee and Mayor Mahoney votes Yes.
        Trustee Kelts offered a Resolution (# ) to extend the noise ordinance until 11PM
on May 31 and June 1 in the area of the Fourth St. Playground, and to permit the personal
consumption of alcohol, by members of the participating corps, in the Fourth St. parks only.
The second was offered by Trustee Pascucci. After considerable discussion, all Trustees and
Mayor Mahoney voted Yes.
        Mayor Mahoney read a proclamation which he will offer on Saturday at a special
dinner honoring General Commanding William H. Wulff of the Patriarchs Militant Army, an
International Unit of the Independent Order of Oddfellows. General Wulff is a village resident.
David Baker asked to address the board. He asked if the Village was aware of the
reduction in assessment of the railroad and the related loss of tax revenue. He was assured
that the Village has been notified and also that the small amount of lost revenue will not present
a problem for the taxpayers.
        Mr. baker went on to read a letter which he had written to Mayor Mahoney on August
28, 2002, complaining about the noon siren, and to which the mayor had not responded. Mayor
Mahoney repeated his previous statements regarding the noon siren,and suggested that Mr. Baker
direct his questions to Saratoga County.
        Attorney Varley discussed with the board the question of creating the new position of
Public Works Official, or similar title. It was decided to contact the Saratoga County Personnel
officer to find out what qualifications are necessary for such a position.
As there was no further business to come before the Board, the meeting was adjourned
at 7:58PM
