Regular Meeting—May 12, 2004 Present for roll call following the Pledge of Allegiance : Mayor Mahoney, Trustees Kelts, Pascucci, Rocque, and VanDervoort. Also present: Treasurer Fletcher, Deputy Treas. Gorham, Clerk O’Brien, Asst. Zoning Commissioner George Bush, and other interested Village residents. Trustee Kelts moved to waive the reading of minutes from the previous meetings. Trustee Rocque seconded and the motion carried unanimously. COMMITTEE REPORTS: Trustee Pascucci—Thanked the many volunteers from GE who participated in the Community Day project today at the 4th St. playground. New equipment will be delivered soon, and interviews for summer park counselors will begin next week. Trustee VanDervoort—No report on Public Works Trustee Rocque—The Fire Dept. answered a total of 8 emergency alarms during April. They held weekly truck and equipment checks and continued department training. In addition, 11 department members have participated in NYS fire training schools. The complete report is available from the Village Clerk. Trustee Kelts—Canalfest went very well, and thanks to all who worked on that; the Fyfe & Drum Muster is all set for June 5. We’ve been trying hard to keep the trash picked up and now need to fill in the pot holes. The financial report for April is as follows: Checking Account, $38,210.08; Money market acct., $236,187.55; total cash balance, $274,397.63. Special projects fund, $5,389.85. Unaudited utilities, $4,752.21; payroll, $4,367.03; and Section 8, $20,336.00. The current General Fund abstract is for $31,02.23. Trustee Kelts moved and Trustee Rocque seconded to pay the bills upon approval of the department heads and the Village Board. All Trustees and Mayor Mahoney voted Yes. Notice has been received from NYS DOT that the detour for Rt. 32 southbound will begin on Monday, May 17 and could last up to 4 weeks. Niagara Mohawk will install the new street lights between the Waterford Rural Cemetery and the 9th St. Bridge during that time. GE Silicones conducted a Global Community Day today in the 4th St. playground. They will also donate a new piece of playground equipment, new basketball hoops, and pay up to $10,000. to refurbish the basketball court at the park. Mayor Mahoney read a letter of resignation from the Zoning Board of Appeals from John C. Callaghan III, effective immediately. It was moved and seconded, by Trustees Pascucci and Kelts, to accept Mr. Callaghan’s resignation with regret. All Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # to accept the Section 8 Agency Plan for 2004. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # calling for a public hearing on May 17 at 7:15PM on the proposed sidewalk funding legislation. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # , calling for a special meeting at 7:30PM on May 17. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Rocque offered Resolution # to transfer a $100 insurance rebate from A1289 to A3410.4, the Fire Dept. Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Rocque offered Resolution # , authorizing a handicap parking sign to be installed on the Second St. side of 24 Broad St. Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # authorizing the mayor to sign a contract with NYS for $25,000 intended for sidewalk construction. This is a “member item” received from Sen. Joseph Bruno. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # to extend the noise ordinance until 11PM on June 4 and 5 to facilitate the Fyfe & Drum Muster. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Rocque offered Resolution # to permit consumption of alcoholic beverages in the 4th St. Park by members of the Fyfe & Drum corps only, on June 4 and 5. Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Rocque offered Resolution # authorizing a tax warrant in the amount of $226,605.00 for the fiscal year beginning June 1. Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered and Trustee Rocque seconded Resolution # , authorizing the attorney for the Village to provide the owner of the property at 70 Second St. and the owners of the property at 8 Division St. with notice to appear at the next regularly scheduled meeting of the Village Board to be heard on the issue of what steps should be taken with respect to the unsafe condition of their respective properties. All Trustees and Mayor Mahoney voted Yes. Trustee Rocque offered Resolution # calling for a public hearing on June 9 at 7:15PM to consider Local Law #2, which will provide for a fire lane on both sides of West Knox St. Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes. Tim McDonough, Waterford librarian, announced that the library will be commemorating the anniversary of D-Day with a special display. There has been a problem with graffiti on the library building and residents are asked to report any action which they may observe.
