Regular Meeting—November 9, 2004

            The meeting was called to order at 7:30 PM by Mayor Mahoney.  Roll call followed the Pledge of Allegiance.  Trustees Pascucci, Rocque, and VanDervoort were present; Trustee Kelts was absent.  Also present were Treasurer Fletcher, Deputy Treas. Gorham, Attorney Varley and Clerk O’Brien.

          Trustee Rocque made the motion to waive reading of minutes from the last meetings and accept them as printed.  Trustee Pascucci seconded the motion, which passed unanimously.

COMMITTEE REPORTS:

            Trustee Pascucci—Mentioned an additional insurance premium being charged due to separating the positions of treasurer and tax collector.

           Trustee VanDervoort—Read the report of the Director of Public Works, which described 22 hours spent on projects from both streets and parks.  The complete report is available from the Village Clerk.

            Trustee Rocque—Reported that the Waterford Fire Dept. answered a total of 11 emergency alarms during October, as well as holding regular training and equipment checks.  The complete report is available from the Village Clerk.

            Mayor Mahoney reported that the annual Christmas parade and fair will be held on Sat., Dec. 4.

            The Financial Report for the month of October is as follows:  Checking acct. balance, $60,557.38; Money Market acct., $201,906.95; for a total cash balance of $262,464.33.  Special Projects Fund balance, $51,474.56; Unaudited utilities, $3,647.08; Payrolls, $5,201.34; Section 8, $22,394.00.

            The General Fund abstract tonight is $48,893.69.  Trustee Rocque moved to pay these bills upon approval of the department heads and the Village Board.  Trustee VanDervoort seconded the motion, which carried unanimously.

            The Streetscape work is progressing well.

            Trustee Rocque offered Resolution #      authorizing the mayor to sign an engagement letter with Marvin & Co. accepting the recent audit.  Trustee VanDervoort offered the second.  All Trustees and Mayor Mahoney voted Yes.

            Trustee VanDervoort offered Resolution #      setting a public hearing for Dec. 8 at 7:15PM for a No Parking sign at the southeast corner of Fourth and South St.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #       permitting installation of a handicap parking sign in front of 35 Fourth St.  Trustee VanDervoort offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Pascucci offered Resolution #      to accept the proposal from River Street Planning for the administration of the Small Cities Grant for Broad Street.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #       (attached) to award the bid for a new fire truck pumper to E1 Inc. at a cost of $357,267, after reviewing all bids. The second was offered by Trustee VanDervoort.   All Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #      authorizing the mayor to sign a contract with E1 Inc. for the new truck.  Trustee VanDervoort offered the second.  All Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #       authorizing a budget transfer of $459. from A1990.4 (Contingency) to A9010.8 (NYS Retirement).  Trustee VanDervoort offered the second; all Trustees and Mayor Mahoney voted Yes.

            After discussion with Attorney Varley, Trustee Pascucci offered Resolution #                  

to deny a requested curb cut on First St.; the second was offered by Trustee Rocque.  All Trustees and Mayor Mahoney voted Yes.

            The Board discussed problems with a deteriorating fence at 46-48 First  St. and a response from the owner of the Murray Insurance Agency at 35 Broad St.

            As there was no further business to come before the Board, the meeting was adjourned at 7:52PM.
