Regular Meeting—October 13, 2004
The meeting was called to order by the mayor, J. Bert Mahoney, at 7:30 PM, following a public hearing on a local law to change playground hours. After the Pledge of Allegiance, roll call showed all trustees to be present. Also present were Clerk O’Brien, Treasurer Fletcher, Attorney Varley, Chief Fletcher, Deputy Treasurer Gorham, and other interested village residents. Trustee Kelts moved to waive reading of the minutes from the previous meetings and accept them as writte. Trustee Rocque seconded the motion; all voted in favor.
COMMITTEE REPORTS: Trustee Pascucci—Announced a meeting of the Façade Committee for Oct. 14 at the Civic Center at 7PM. All are welcome at these meetings. Trustee VanDervoort—Report of Craig Falcone, Director of Public Works, who spent approximately 36 hours during Sept. completing street and parks projects. Over $9,000. will be reimbursed by FEMA for storm related damage to catch basins and pavement. The complete report is available from the Village Clerk Thanks were also extended to Mayor Mahoney and the Village Board for their support and participation in Heritage Day activities. Trustee Rocque—The Fire Dept. answered 20 emergency alarms during the month of Sept. Weekly truck checks and training sessions are continuing. The complete report is available from the Village Clerk. Fire Prevention Week activities were held at the J. W. Ford Hose Co. on Oct. 6, under the direction of Ray Morse. Trustee Kelts—The Great Village Sellout was very successful again this year. Special thanks were extended to Jean and Andy Lavigne for all of their help. There have been some garbage complaints but most offenders have been cooperative. The financial report for Sept. is as follows: Checking acct. balance, $88,737.90; Money Mkt. Acct., $211,714.72; total General Fund, $300,452.62. Special Projects Fund, $46,754.09. Unaudited utilities, $3,256.95; Payrolls, $5,324.06; Section 8, $25,228.04. There are no budget transfers. General Fund abstract, $53,718.80; Special Projects Fund abstract, $10,300.00. Trustee Kelts moved to pay these bills upon approval of the department heads and the Village Board. Trustee Rocque seconded the motion which carried unanimously. The mayor reported that very little is left to do on the 9th St. Bridge Project. Lights on the bridge will be on as soon as the lights in both parks are installed. The Streetscape Project is nearing completion on 4th St. and will move to 3rd St. this week. He thanked the residents for their cooperation. The Saratoga County Economic Development Council is looking into the possibility of creating an Empire Zone on Broad Street. More on this will be forthcoming. Trustee Kelts offered Resolution # to adopt the proposed Local Law changing the open hours of the village playgrounds. The second was offered by Trustee Pascucci. All Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # authorizing the mayor to sign an agreement with the Governor’s Office for Small Cities for a $400,000.00 Community Development Block Grant. Trustee Pascucci offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # authorizing the Clerk to advertise a Request for Proposals for professional services to assist in administering this grant. The second was offered by Trustee Rocque; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # (attached) stating that the Village chooses not to implement the provisions of “GASB 34”. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Rocque offered Resolution # authorizing the issuance of $350,000. serial bonds of the Village of Waterford for purchase of a fire truck. Trustee Kelts offered the second. All Trustees and Mayor Mahoney voted Yes. Chief Fletcher asked several questions of the attorney and the board concerning the bid process for the new fire truck. Bids will be opened at noon on Thursday, Oct. 28. At the request of Attorney Varley, Trustee Kelts moved that the Board go into an executive session to discuss ongoing litigation. Trustee Pascucci seconded the motion and the executive session began at 8:07PM. The executive session ended at 8:35PM and the meeting was promptly adjourned.
