Regular Meeting—June 9, 2004

            The meeting was called to order at 7:30 PM by Mayor J. Bert Mahoney, following a public hearing on making W. Knox St. a fire lane.  The Pledge of Allegiance was followed by roll call.  All Trustees and Mayor Mahoney were present, as well as Clerk O’Brien, Treasurer Fletcher, Tax Collector Gorham, Attorney Varley, Public Works Director Falcone, Zoning Commissioner Lowther, Ossama Moussad, Jim O’Brien and Ed Huneau.

            Trustee Kelts moved and Trustee Rocque seconded to waive reading minutes from the previous meetings and accept them as written.  The motion carried unanimously.

COMMITTEE REPORTS:

            Trustee Pascucci—Park counselors have been chosen and will be voted upon later in the meeting. 

            Trustee VanDervoort—The report of the director of public works shows that approximately 41 hours were spent during the month of May in the following areas:  street sign installation and repair, park maintenance, park equipment maintenance, research and ordering, and street and sidewalk research and maintenance.  The complete report is available from the Village Clerk.

            Trustee Rocque—10 emergency alarms were answered by the fire department during May.  Weekly truck checks, department training and company training are conducted on a regular basis.  The complete report is available from the Village Clerk.

            Trustee Kelts—Concerts in the Park are scheduled from July 10 thru August 21.  The fyfe and drum muster went off without any problems, and plans are underway for the Great Village Sellout.

            The financial report for May is as follows:  Checking account, $54,974.37 and Money Market account $198,368.98; for a total cash balance of $253,343.35.  The special projects balance is $5,391.35.  Unaudited utilities for May were $4,391.23; payrolls, $4,367.03; Section 8, $21,973.49.

            There are 3 abstracts.  From the previous fiscal year, $88,894.57; for the current fiscal year, $6,472.73; and the Special Projects Fund, $8,500.00.  Trustee Kelts moved to pay these bills upon approval of the department heads and the Village Board.  Trustee Rocque seconded the motion and all voted in favor.

            Two-way traffic will resume on the 9th St. Bridge by June 21 and traffic should be on the new bridge by July 1.  Some cosmetic work will still be continuing after that date.

            Streetscape bids have been extended until June18.  A copy of the plans and a map are available in the office for anyone who wants to examine them.

            About 20 requests have come in for inclusion in the sidewalks program.

            About $21,000. worth of bills have been sent to GE as a result of the Community Day which they held in the village on May 12.

            Trustee Kelts offered Resolution #      adopting Local Law #3 to create a fire lane on West Knox Street.  The second was offered by Trustee Rocque; all Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #      to appoint Robert Thompson as a member of the Zoning Board of Appeals.  Trustee Rocque offered the second.  All Trustees and Mayor Mahoney voted Yes.

            Trustee VanDervoort offered Resolution #      appointing the following park employees:  Director Victoria Kelts for $350. per 30 hour week.  Others,at the rate of $6.75 per hour:  Nicholas Janiszak and Laura Hilton for 30 hours per week; Lauren Brown, Mike Russell, Ryan Vozzy and Chris Taylor for 15 hours per week.  Also, the Adult League Basketball coordinator will be Kyle O’Brien.  That begins July 7th for 7 weeks.  Trustee Rocque offered the second;  Mayor Mahoney abstained on Lauren Brown and Trustee Kelts abstained on Victoria Kelts.  Otherwise, all trustees and Mayor Mahoney voted Yes on all appointees.

            Trustee Kelts offered Resolution #      authorizing the village to advertise for bids on approximately 6500 sq. ft. of sidewalk under the new program.  Trustee Rocque offered the second.  All Trustees and Mayor Mahoney voted Yes.

            Mayor Mahoney made a surprise presentation of a Certificate of Appreciation to the Village Clerk, Nancy O’Brien.  The certificate is on display in the village office.

            Attorney Varley reported that the court decision regarding an injunction against the owner of 112 Broad St. is still pending and there is no way to rush the process.

            Mr. Moussad, owner of 70 Second St., was asked to state his intentions re correcting the numerous code violations listed on his property.  After some discussion, Trustee  Rocque offered Resolution #         giving Mr. Moussad until June 30th to make repairs  to the satisfaction of the building inspector or else the garage will be demolished at the owner’s expense.  The second was offered by Trustee  Pascucci; all Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque then offered Resolution #        ,also giving the owner of 70 Second Street until June 30th  to repair an unsafe porch condition.  The second was offered by Trustee Kelts; all Trustees and Mayor Mahoney voted Yes.

            Ed Huneau requested to address the board regarding repair operations going on at the gas station at 112 Broad St., removal of advertising signs for the Fife and Drum Muster, and crossing signs on Sixth St.

            As there was no further business, the meeting was adjourned at 7:55PM.
