Regular Meeting—August 9, 2005

            The meeting was called to order at 7:30 PM, with all Trustees and Mayor Mahoney present.  Also present were Attorney Varley, Treasurer Fletcher and Clerk O’Brien. 

            Trustee Kelts moved to waive reading the minutes from the previous meetings.  Trustee Rocque seconded the motion, which carried unanimously.

COMMITTEE REPORTS:

            Trustee Pascucci—The summer parks program will close on Aug. 12, after a very successful season.  Beginning to draw up specs to rebuild the tennis court at 4th St.  A search committee is being formed to determine whether or not Waterford needs a community center.

            Trustee VanDervoort—Presented the report of Public Works Director Craig Falcone, who has been contacted by the NYS Health Dept. regarding possible changes which may be required at the kiddie pool.  Fifteen new stop signs and a new fire lane sign have been installed, replacing faded and damaged signs.  The complete report is available from the Village Clerk.

            Trustee Rocque—The fire department responded to a total of 14 emergency calls during July.  The complete report is available from the Village Clerk.

            Trustee Kelts—Concerts in the Park have been very well attended; a special concert will be held Aug. 12 at the Visitor Center; and plans are complete for the annual village-wide garage sale to be held Sept. 24-25.

            The financial report for the month of July is as follows:  Checking Acct., $46,590.43; Money Mkt., $295,053.93; Total General Fund, $341,644.36.  Special Project Fund balance is $403,128.27; unaudited utilities, $3,549.69; payrolls, $9,273.16;

Section 8, $21,478.11.  There are no budget transfers.  The General Fund abstract totals $48,232.57; the Special Projects Fund abstract totals $358,514.09; and a CDBG abstract for $3,874.76.  Trustee Kelts moved to pay these bills upon approval of department heads and the Village Board.  Trustee Rocque seconded the motion, which carried unanimously.

            Mayor Mahoney reported that Niagara Mohawk has run into problems and done no work on lights for the Streetscape Project in 2 months.  They have put the work out to contractors in order to finish the street lighting. 

            The retired NYC fireboat John J. Harvey will be visiting Waterford on Monday, August 15 and will stay overnight. 

            The New York State is taking action against Front Street residents who cut down trees on State property without a permit.

            Trustee Kelts offered Resolution #      to accept the bid of $8.11 per square foot by HMA Inc. for the 2005 sidewalk program.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Pascucci offered Resolution #      authorizing the Village to go out for bid  on rebuilding the tennis courts, bids to be opened Sept. 2 at 12 noon.  Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #       to advertise the old fire truck for sale.  The second was offered by Trustee Pascucci; all Trustees and Mayor Mahoney voted Yes.

            Trustee VanDervoort offered Resolution #      to set the salaries of parks employees for doing special clean-up projects at higher than their usual rate.  The rate for Al Norton, $16. per hr.; Al Cassella, $14. per hr.; and John Trusell, $10. per hour.  Trustee Pascucci offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #      authorizing transfer of a triangular piece of Village property adjacent to Division Street, between St. Mary’s Hall and the canal,  to St. Mary’s Church for use as a parking lot, for the sum of $10.  The transfer will take place upon approval by the village attorney.  The second was offered by Trustee Kelts; all Trustees and Mayor Mahoney voted Yes.

            As there was no further business, the meeting was adjourned at 7:45PM.
