Regular Meeting—Jan. 12, 2005

 

            The meeting opened with the Pledge of Allegiance.  Roll call following showed all Trustees and Mayor Mahoney to be present.  Treasurer Fletcher acted as clerk in the absence of Clerk O’Brien.  Also present were Attorney Varley, Jon Matson, Chris Marchand and Craig Falcone.

            Trustee Kelts moved to waive the reading of minutes from the December meeting.  Trustee Rocque seconded the motion, which carried unanimously.

COMMITTEE REPORTS:

Trustee Pascucci—There was an insurance claim against the Village involving Callanan Industries and sidewalk work.  The issue is being worked out between Callanan and the homeowner and does not involve the Village.

Trustee VanDervoort—Report from Craig Falcone, Director of Public Works, shows that 40 hours were spent during December in the areas of street sign installation and maintenance, park equipment maintenance, and snow plowing.  The complete report is available from the Village Clerk.

Trustee Kelts—Proposal received from Tremblay Associates re Canalfest, which is scheduled for May 7, 2005.  The Great Village Sell-out is scheduled for Sept. 24 & 25, 2005. 

Trustee Rocque—The Fire Dept. answered 8 emergency alarms during December.  Training and equipment checks are continuing weekly.

 

            The financial report for the month of December is as follows:  Checking Acct, $47,414.60; Money Market Acct., $201,718.93, for a total general fund cash balance of $249,143.53.  The Special Projects Fund balance is $335,630.46.  Unaudited utilities totaled   $3,946.73, Payrolls $5,025.02, and Section 8 $22,790.54.  The General Fund abstract is for $19,255.94 and the Special Projects Fund abstract totals $270,384.72.         Trustee Kelts moved to pay these bills upon approval of the department heads and the Village Board.  Trustee Rocque seconded the motion, which carried unanimously.

            Mayor Mahoney reported the lights on the 9th St. Bridge have been installed but we must wait for Niagara Mohawk to activate them.  That should happen very soon.  Poles for lights on First, Third and Fourth St. are in and are also waiting for Niagara Mohawk.

            RPI, in conjunction with River Street Planning & Development, has begun a “Spring Studio” class, which will focus on the restructure and design of downtown Waterford.  The class will concentrate on zoning, parking, tourism, and business, and will run through April of 2005.

            The NYSDOT, upon request of a village resident, has studied the need for a traffic signal at the corner of 6th and Division St., and determined that a signal is needed.  It will be several months before it is designed and installed.

            Trustee Kelts offered Resolution #        , which introduced the Driveway Permit local law and called for a Public Hearing on Feb. 9 at 7:15PM.  Trustee Rocque offered the second.  All Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #         making the following budget transfers:  $1,275 from A1990.4 to A1910.4; $686. from A1990.4 to A7140.1; and $830. from A1990.4 to A9010.8.   The second was offered by Trustee Rocque.  All Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #         to adopt 2 environmental classifications, in connection with the CDBG: (1) Certification of NEPA classification, stating the Village is categorically excluded, and (2) Certification of SEQR classification, a type II action.   Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #        to hire Tremblay Associates to coordinate Canalfest, at a cost not to exceed $2,500.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Pascucci offered Resolution #       authorizing Mayor Mahoney to sign an application for a grant to make improvements in the trail between the  4th St. bridge and Lock 2 Park, in conjunction with Mohawk Byways.  The second was offered by Trustee Kelts; all Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #          approving a handicap parking sign for 15 Fourth St.  All paperwork is in order.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            Jon Matson questioned whether any further action can be taken by the village against the owner of the property adjoining his business on Broad St.  The board agreed to consult with the village attorney and consider all available alternatives.

            As there was no further business to come before the board, the meeting was adjourned.
