Regular Meeting—July 13, 2005

            The meeting was called to order at 7:30 PM following a public hearing re a proposed fire lane.  Present were Mayor Mahoney and Trustees Kelts, Pascucci, Rocque and VanDervoort; Clerk O’Brien, Treasurer Fletcher and Attorney Varley.  A few interested residents were in the audience.

            Trustee Kelts moved to waive reading the minutes from the June meetings and accept them as written.   Trustee Rocque seconded the motion, which carried unanimously.

COMMITTEE REPORTS:

Trustee Pascucci—An additional counselor is needed at the 4th St. playground and the men’s adult league basketball has been cancelled due to poor attendance by village residents.  Also, a new cell phone will be purchased for emergency use at the parks.

Trustee VanDervoort—Read the monthly report from the Director of Public Works Craig Falcone.  (The complete report is available from the Village Clerk)  Mr. VanDervoort also commented on the recent meeting with the Green Island Power Authority.

Trustee Rocque—The fire department answered 16 emergency alarms during June.  The new Knickerbocker Steamer Co. fire engine will be delivered within a few weeks.  (The complete report is available from the Village Clerk)

Trustee Kelts—The first concert in the park was well attended, and the series will continue on Sat. evenings thru Aug. 13.

            The financial report for June is as follows:  Checking acct., $55,861.27; Money market acct., $278,882.53 for a total general fund balance of $334,743.80.  Special projects fund balance is $92,220.08.  The unaudited utilities total $3,675.96; payrolls, $4,139.19, and Section 8, $20,911.96.  There are no budget transfers.  Trustee Rocque moved to pay these bills upon approval of the department heads and the village board.

            Mayor Mahoney reported that several applications have been received for the Façade program.  The new Local Development Corp. has held its first 2 meetings and  has already received a loan application, which should be dispersed later this month.

Niagara Mohawk has encountered problems with the 11 new streetlights on First Street.

The legal case against the gas station at 112 Broad Street is before Judge Nolan in Saratoga County Court and should be decided within the next 2 months.

            It was unanimously agreed to table the question of a new fire lane until a later date, as there are additional locations to be considered.

            Trustee Kelts offered Resolution #       to change addresses of 2 residences from 17 Mercer St., for the sake of safety.  Paul Caradori will become 2 VanSchoonhoven Sq. and Anthony Scarchilli will change to 4 VanSchoonhoven Sq.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #      allowing the mayor to sign a contract renewal with Niagara Mohawk for street lighting.  Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Pascucci offered Resolution #      to hire Laura Hilton as a part-time counselor at the rate of $7.00 per hour.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #       authorizing the clerk to advertise for bids on the 2005 sidewalk program, bids to be opened on Friday, Aug. 5, at 12:00 noon

The second was offered by Trustee Kelts; all Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #       to go on record as supporting the Rensselaer County Legislature’s resolution to protect the property rights of individuals in New York State.   Trustee Rocque offered the second and all Trustees and Mayor Mahoney voted Yes.

            Mayor Mahoney opened the floor to questions and comments from the audience.

Mrs. Esther Riegert complained about a woodstove at 80 Second St., which is spewing very objectionable smoke over their neighborhood and ruining their quality of life.  After a lengthy discussion it was agreed to speak to the offender and ask him not to burn green wood.  There is no ordinance against cooking fires, provided there is no open burning.

Mrs. Riegert also addressed the problems of litter on the streets and sidewalks, and traffic problems.

            As there was no further business, the meeting was adjourned at 8:05PM.
