Regular Meeting—August 9, 2006 The meeting was called to order at 7:30 PM. Roll call was taken following the Pledge of Allegiance and a moment of silence in memory of the late Valerie Dziarcak, a Gold Star Mother and mother-in-law of Trustee Rocque. All Trustees and Mayor Mahoney were present. Also, Attorney Varley, Treasurer Thompson, Clerk O’Brien, and Commissioner Lowther. Trustee Kelts moved to waive reading the minutes from the previous meeting; the motion was seconded by Trustee Rocque and all voted in favor. COMMITTEE REPORTS: Trustee Pascucci—The summer parks program will close for the season on August 11. Plans are being considered for turning the kiddie wading pool into a spray pool. Trustee VanDervoort—The Heritage Day Committee will meet on Aug. 22. Up to 9 Button fire engines are expected to be on display at the Oct. 8 event. The Fire Dept. answered 18 emergency alarms during July. The complete report is available from the Village Clerk. Trustee Rocque—The report of the public works director indicated work being done on street patching, street sign repair and the storm water system reports to Saratoga County. The complete report is available from the Village Clerk. Trustee Kelts—Concerts in the Park will end on Aug. 19. Some changes are being considered for the 2007 series, due to decreased attendance. The financial report is as follows: Checking Account, $114,735.07; Money Market Acct., $212,983.96; no C.D’s; Total General Fund, $327,719.03. The Special Projects Fund balance is $70,993.75. Unaudited utilities for July, $4,436.56; Payrolls, $11,757.12; and Section 8, $19,327.11. There were 2 abstracts to approve. The General Fund abstract totaled $62,444.35, and the Special Projects Fund abstract totaled $4,925.00. Trustee Kelts moved to pay these bills after approval by the department heads and the Village Board. Trustee Rocque seconded the motion, which carried unanimously. The 2006 sidewalk project has begun. Meetings have been attended on PCB removal and how the level of the Sacandaga Reservoir affects the Hudson River. Trustee Kelts offered Resolution # authorizing the mayor to sign an agreement with Troy Architectural Programs (TAP) to write a grant for the Erie Canal Trailway, at a fee of $1,500. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted yes. Trustee Rocque offered Resolution # authorizing the Village to apply for a $50,000. matching Grant from the NYS Canal Corp. for the Erie Canal Trailway. Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # declaring the Village to be the lead agency in the Erie Canal Trailway project. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # authorizing the mayor to sign a negative declaration on the short environmental assessment form regarding the above project. The second was offered by Trustee Rocque; all Trustees and Mayor Mahoney voted Yes Trustee Kelts offered Resolution # to authorize public bidding on a new improvement project for Broad Street, bids to be opened at noon on Sept. 6. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Pascucci offered Resolution # authorizing Planert Utilities to install up to 6 bases and conduit for street lights in conjunction with the on-going sidewalk program. Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Rocque offered Resolution # calling for a Public Hearing on Sept. 13 at 7:15 PM on a proposed local law allowing a property tax exemption for volunteer firemen. Trustee VanDervoort offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Rocque offered Resolution # honoring retiring Town Highway Supt. James Hayes for his many years of service to the people of Waterford. Trustee Pascucci offered the second; all Trustees and Mayor Mahoney voted Yes. Jim O’Brien, 18 Columbia St., expressed concern over the recent placing of barricades in front of the Waterford Pool, forcing many vehicles to back up the length of the alley or Ballston St. to the next intersection, and thus endangering the children in other areas besides the pool and playground. Mayor Mahoney agreed to pass this information along to the Public Safety Commissioner. Lynnine Foster-Snay, 160 Saratoga Ave., addressed the board concerning the problem of childhood obesity and asked the village to promote youth activities. She was referred to the Waterford Youth Council. As there was no further business, the meeting was adjourned at 7:58 PM.
