Regular Meeting—July 12, 2006

            The meeting was called to order at 7:30 PM.  All Trustees and Mayor Mahoney were present, as well as Attorney Varley, Clerk O’Brien, Commissioner Lowther, Fire Chiefs Wright and Rocque, and Jim O’Brien. 

            Trustee Kelts moved to waive reading the minutes of the last meeting.  Trustee Rocque seconded the motion, which carried unanimously.

COMMITTEE REPORTS:

            Trustee Pascucci—The summer program is in progress at the 4th St. park, the “new” tennis court is open and the wading pool is now operating only as a spray pool.

            Trustee VanDervoort—The fire department has received a letter of thanks from the Colonie Police Dept. for their assistance during the missing person search in the Mohawk River and surrounding area from June 17-22.  The department answered 21 emergency alarms and 10 alarms for flood assistance.  The complete report is available from the Village Clerk.

            Trustee Rocque—The Director of Public Works reports that work has been done on park maintenance, street sign repair, and storm water system reports.  The  complete report is available from the Village Clerk.

            Trustee Kelts—Concerts in the Park have begun and attendance is good so far.

FINANCIAL REPORT:

            Checking acct., $134,187.22; Money Market acct., $212,396.90; total General Fund balance, $346,584.12.  Special Projects Fund, $71,648.75.  Unaudited Utilities, $4,629.54; payrolls, $7,300.88; Section 8, $21,939.11. 

            There are 3 abstracts to be approved for payment:  General Fund, $46,808.87; CDBG Fund, $6,375.61; Special Projects (Streetscape) $655.00.  Trustee Kelts moved to pay these bills upon approval of the department heads and the village board.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            The Mayor reported that he has met with officials of National Grid and the Chazen group and it was agreed to install 20 new streetlights on Broad Street.  The bids will not go out for several weeks.  To date, eight homeowners have contracted for new sidewalks under the 2006 program.  The Police Dept. has a new DVD available called The Red Asphalt Program, which deals with teen auto accidents.

            National Clown Week will be observed Aug. 1-7.  A proclamation will be issued by the Mayor on July 26 at the 4th St. Playground, at which time there will be clowns present to entertain the children.

            Trustee Rocque offered Resolution #      to pay Michael Brazinski on the regular payroll upon submission of his hourly time sheet.  Trustee Pascucci offered the second and all Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #       in support of the Collateral Source Bill currently before the NYS Senate and Assembly.  This bill is submitted to prevent municipal employees from “double dipping”.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #       authorizing spending up to $30,000 out of the Streets budget to fund the 2006 Sidewalk program.  Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes.

              Trustee Kelts offered Resolution #       authorizing Art Riley’s project, to be known as J.C. McGrievey’s, to participated in the current sidewalk program using his own contractor.  Mr. Riley will be reimbursed $4.82 per sq. ft. upon completion of the work, with approval of the village engineers.  Trustee VanDervoort offered the second.  All Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #       to approve  the Masonic Temple’s sidewalk reimbursement from the original estimate of $4.06 to the current price of $4.82 per sq. ft.  Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #       to transfer $3,000.00 from A8170.4 to A8170.41, to account for the change of Mike Brazinski to payroll.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.
