Regular Meeting—June 14, 2006
The meeting was called to order at 7:30 PM. The roll was called following the Pledge of Allegiance, with all Trustees and Mayor Mahoney present. Also attending were Attorney Varley, Treasurer Thompson, Clerk O’Brien, Commissioner Lowther, all of the fire chiefs, Michael Brazinski, and Jim O’Brien. Newspaper reporters were also present. Trustee Kelts moved to waive reading the minutes from the previous meetings and accept them as written. Trustee Rocque seconded the motion, which passed unanimously. COMMITTEE REPORTS: Trustee Pascucci—The summer parks program will open on June 28 and run through Aug. 11. Counselors and hourly pay rates will be voted upon later in the meeting. The tennis courts and new fencing are almost completed. Trustee VanDervoort—The Fire Dept. answered 12 emergency alarms during May. There are weekly drills and truck checks, as well as special details. Special thanks are given to those members who participated in the fire prevention booth during Canal Fest and in the mock DWI exercise at the high school. Trustee Rocque—The Director of Public Works reports work done in the areas of park maintenance, street sign installation, and storm water system reporting. The complete report is available from the Village Clerk. Trustee Kelts—Concerts in the Park begin on July 8, and an extra concert is being planned for later in the summer. Concert schedules are available at the village office. The financial report as of May 31 is as follows: Checking acct. balance, $43,068.44; and Money Market acct. balance, $216,888.56, for total General Fund balance of $259,957.00. The balance in the Special Projects Fund is $75,881.96. Unaudited utilities cost $4,309.28; payrolls, $4,794.05; and Section 8, $23,362.11. There are no budget transfers. There are 3 abstracts to be approved: General Fund, accounts payable from last fiscal year, $36,717.06; General Fund, current fiscal year, $5,188.04; and Special Projects, $7,123.65. Trustee Kelts moved to pay these bills upon approval of the department heads and the Village Board. Trustee Rocque seconded the motion, which passed unanimously. Mayor Mahoney announced that the Washington Ave. railroad crossing will be closed for repairs on June 16. Repairs should be completed by the end of day. Applications are now being accepted for work to be done under the Main Street Grant, between 2nd and 4th St. Trustee Kelts offered Resolution #1 to raise the hourly wage of the part-time park and street maintenance workers by 5%. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Pascucci offered Resolution #2 to hire Mike Brazinski for part-time street “litter patrol” at $8.00 per hour for approximately 2 hours per day. Trustee VanDervoort offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution #3 to award the bid for sidewalk replacement to HMA Construction Co. in Mechanicville at a cost of $9.63 per sq. ft. and for curb replacement at $36.55 per linear foot. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution #4 to accept the list of parks counselors and their rates of pay, as follows: Nick Hulse, f/t, @ $6.95; Laura Hilton, f/t, @$7.35; Kyle Williams, p/t, @ $7.30; Erica Clickner, p/t-pool, @ $7.30; Courtney O’Connor, p/t-pool, @ $7.30; Kyle Perry, p/t-pool, @ $6.95. The Director will again be Victoria Kelts at $378.50 per week. The second came from Trustee Rocque. Trustee Kelts abstained from voting; all other Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution #5 to authorize the Fire Dept. to sell 6 (2.2) Scott air packs, which can no longer be used by the department as they are incompatable with present equipment. Trustee Pascucci offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution #6 granting permission for the Friends of the Waterford Public Library to use O’Connor Park for an arts and crafts festival during the Village Sell-Out. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee VanDervoort introduced a discussion with the Fire Chiefs regarding a special request for a possible compromise in taking the new fire truck to the chief’s show at Lake George. No compromise was feasible at such a late date. However, the need to inform the fire department liason to the Village Board (presently Trustee VanDervoort) of any such plans as early as possible was stressed, in order to prevent any future problems. Concerns from the floor about street lighting and traffic problems on 5th St., residency of registered sex offenders in the village, and ownership of the NYS boat launch at the foot of 1st St. were also discussed. The need for a fire lane in the alley between 3rd and 4th St., below Middle St., was also mentioned. There being no further business, the meeting was suspended for an executive session at 7:55PM, reconvened at 8:05PM, and adjourned at 8:06PM with no further action taken.
