Regular Meeting—Nov. 8, 2006

 

            After the Pledge of Allegiance, the meeting was called to order by Mayor Mahoney.

All Trustees were present, as well as Attorney Varley, Clerk O’Brien, and several interested Village residents.

            Trustee Rocque moved to waive reading the minutes of the previous meeting and accept them as written.  Trustee Kelts seconded the motion and it passed unanimously.

COMMITTEE REPORTS:

            Trustee Pascucci—must begin decorating Knickerbocker Park for the Christmas season.  Anyone willing to help should contact anyone in the Village office.  The annual Christmas parade will be held on Dec. 2.  Also, offered congratulations to J. Christopher Callaghan for the excellent campaign he ran in his effort to be elected NYS Comptroller.

            Trustee VanDervoort—the Fire Dept. responded to 12 incidents during the month of Oct.  and also observed Fire Prevention Week at the local schools and an open house at Ford Hose.  The department congratulated Zachery Cook on completion of the NYS Firefighter 1 and Firefighter Survival courses, which total 92 hours of State training and welcomed two new members of the Ford Hose Co.  The complete report is available from the Village Clerk.

            Trustee Rocque—Craig Falcone, director of public works, has reported on  street repair, sign replacement and catch basin cleaning which were done during October.  The complete report is available from the Village Clerk.

            Trustee Kelts—a few incidents of trash being left in the alleys have been resolved; otherwise nothing to report.

            The financial report for the month of October is as follows:  Checking Acct., $54,709.07; money market acct., $235,639.11; Total General Fund, $290,348.18.  Special Projects Fund, $20,617.05.

Unaudited utilities, $4,482.13; Payroll, $4,794.05; and Section 8, $23,176.16.

            There are 3 abstracts to be approved.  The General Fund abstract totals $20,458.22; Special Projects, $2,455.50; and CDBG Fund, $7,674.05.  Trustee Kelts moved to pay these bills upon approval of the department heads and the Village Board.  Trustee Rocque seconded the motion, which was approved unanimously.

            The traffic light at Sixth & Broad St. has been held up because the Village requested a black pole, in order to match the other light poles on the street.  Foundations are in for another 6 street lights on Broad St.  The sidewalk program is about finished for this year.  Truck traffic has destroyed a new sidewalk on the corner of Third & Broad St.  Police are working on a solution to the problem.

            Trustee Kelts offered Resolution #       to adopt the travel policy for Village personnel, which was addressed at the public hearing prior to this meeting.  Trustee Rocque offered the second and all Trustees and Mayor Mahoney voted Yes.  The policy will be distributed to all those traveling on Village business.

            Trustee Kelts offered Resolution #       to appoint John Tanchak as the Village Emergency Coordinator.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #       to approve a handicap parking sign at 56 Fourth St.  Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee VanDervoort offered Resolution #       approving James Savaria and Vincent Greco as new members of the Waterford Fire Dept. at the Ford Hose Co.  Trustee Pascucci offered the second.  All Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #      authorizing Mayor Mahoney to sign a contract with Riberdy Contracting to demolish the old dartboard shop at 38 Eighth St. at a cost of $5,000.  The second was offered by Trustee Rocque; all Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #       to appoint Ryan VanDervoort of 42 Sixth St. as Deputy Treasurer.  The second was offered by Trustee Kelts.  Trustee VanDervoort abstained from voting.  All other Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #       calling for a public hearing to be held on Dec. 13 at 7:00 PM for the purpose of site plan review, additional definitions to the Village Code, waterfront overlay district, and waterfront consistency laws.  Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes.

            Attorney Varley reported that legal action has been started against Joseph Frieje to clean up his property at 103 Broad St.  There has been no response from Mr. Frieje’s attorney.

            The meeting was adjourned at 7:50 PM, after which a short workshop was to be held with members of the Village Planning Board.
