Regular Meeting—Sept. 13, 2006

 

            The meeting was opened at 7:30 PM with the Pledge of Allegiance, followed by roll call.  Present were Trustees Kelts, Pascucci, and VanDervoort, and Mayor Mahoney.  Also attending were Attorney Varley and  DPW director Falcone.  Trustee Rocque was absent.

            Trustee Kelts moved to waive reading minutes from the previous meeting and to accept them as written.  Trustee VanDervoort seconded the motion and all voted in favor.

COMMITTEE REPORTS:

            Trustee Pascucci—Estimate of $1,270. received from D. J. Harrigan for fencing to enclose the area between the tennis courts and our 4th St. garage to allow space for storage.  Also, the new tennis courts are being well utilized by the public.

            Trustee VanDervoort—Heritage Day parade begins at noon on Sat., Oct. 7.  Several Button fire engines will be participating and putting on demonstrations.     The annual Fire Dept. volunteers day will be held Sept. 30.  The department responded to 13 alarms during the month of Aug. and weekly training continues.  The complete report is available from the Village Clerk.

            Trustee Kelts—Read the report of DPW activities during Aug., which included street maintenance, street sign post replacement, park equipment, and resident complaints.  The complete report is available from the Village Clerk.

            The Great Village Sell-out will take place Sept. 23-24, but there will be a shortage of vendors in the park due to many competing events in the area.  Free space will be available for anyone applying to use it. 

FINANCIAL REPORT:

            Checking Acct. $41,628.53; Money Mkt. Acct., $228,158.03; total General Fund Balance, $269,786.56.  Special projects fund, $66,068.75; unaudited utilities, $4,484.29; payrolls, $5,138.53; and Section 8, $22,049.16.  Current abstracts include $60,551.42 from the General Fund and $31,125.56 from the Special Projects Fund.  Trustee Kelts moved to pay these bills upon approval of the department heads and the village board.  Trustee Pascucci seconded the motion, which passed unanimously.

            Mayor Mahoney announced that the Village has been awarded another $200,000. Main Street Grant, which will be used to continue sprucing up Broad Street.

            Sidewalk replacements are progressing very well.  The new “Child Is Missing” program is up and running in Waterford, thanks to the Police Dept.  The traffic light for 6th and Broad St. is on order and expected to be operational by the end of October.

            Trustee VanDervoort offered Resolution #      authorizing the Village to apply for a Bike Path Grant.  Trustee Kelts offered the second.  All Trustees and Mayor Mahoney voted Yes.

            Trustee Pascuccci offered Resolution #      to authorize a contract with the Fyfes and Drums Band in the amount of $600. for Heritage Day.  Trustee VanDervoort offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Pascucci offered Resolution #        authorizing a $500. advance for Volunteer Day.  The second was offered by Trustee VanDervoort.  All Trustees and Mayor Mahoney voted Yes.

            Trustee VanDervoort offered Resolution #       to add 312 feet of curbing to the sidewalk program.  Trustee Pascucci offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #       to close First St., between Broad and Division St., from 5 PM on Friday, Sept. 22 thru  Sunday, Sept. 24 at 6PM for the Village-wide garage sale.  Residents may use Division St. between Second and First St.  The second was offered by Trustee Pascucci and all Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #      to reject the latest bids for the Streetscape Project on Broad St.  Trustee VanDervoort offered the second; all Trustees and Mayor Mahoney voted Yes.

Trustee Kelts offered Resolution #       to hire Patricia Norton as Deputy Clerk/Treasurer at the rate of $14.41 per hour.  Trustee Pascucci offered the second; all Trustees and Mayor Mahoney voted Yes.

Trustee  Kelts offered Resolution #       to transfer $1500. from A1990.4 to A8510.4 for a grant application.  Trustee VanDervoort offered the second; all Trustees and Mayor Mahoney voted Yes.

Trustee Kelts offered Resolution #       declaring the former workshop on the property at 38 Eighth St. a public nuisance and demanding immediate demolition of the structure.  ( A copy of the complete resolution is attached). The second was offered by Trustee Pascucci; all Trustees and Mayor Mahoney voted Yes.

            John Fairclough announced that Fire Protection Week is being observed Oct. 8-14.  Open house will be held at the Ford firehouse on Oct. 11 between 6 and 8 PM.

            Trustee Kelts moved to change the Oct. meeting to Oct. 18 and the Agenda meeting to Oct. 16.  All voted in favor.

            Trustee  Pascucci moved to conduct the public hearing on the village tax exemption for volunteer firemen at 7:15 PM on Oct. 18.  The motion was seconded by Trustee Kelts and all voted in favor.

            There being no further business, the meeting was adjourned at 7:55 PM.
