Regular Meeting—March 8, 2006 The meeting was called to order at 7:30 PM. Roll call following the Pledge of Allegiance showed Mayor Mahoney and all 4 Trustees to be present. Also present were Attorney Varley, Treasurer Thompson, Clerk O’Brien, and John Fairclough. Trustee Kelts moved to waive reading the minutes from the last meeting and accept them as written. Trustee Rocque seconded the motion, which passed unanimously. COMMITTEE REPORTS: Trustee Pascucci—Requested going out for bid on the tennis court. He also read the report of Public Works Director Craig Falcone. The complete report is available from the Village Clerk. Trustee Rocque—The Fire Dept. answered 14 emergency alarms during Feb. The complete report is available from the Village Clerk. Trustee Kelts—Some trash problems have been cleaned up. Concerts in the Park are all scheduled and there is a possibility of one or two extra concerts this year. Trustee VanDervoort—Reported on plans for Heritage Day, Oct. 8. The next meeting of the committee will be held April 18 at the Museum. The financial report for Feb. is as follows: Checking Acct. bal., $17,965.74; Money Market Acct. bal., $354,506.67; no C.D.’s. Total General Fund balance is $372,472.41. The Special Projects Fund balance is $13,320.14. Unaudited utilities, $6,356.18; Payrolls, $4,567.98; Section 8, $31,292.29. There are 3 abstracts to approve at this meeting: General Fund, $21,066.67; Special Projects, $1,517.53; and CDBG, $3,146.00. Trustee Rocque moved to pay these bills upon approval of the department heads and the Village Board. Trustee Kelts seconded the motion, which passed unanimously. Mayor Mahoney reported on progress being made with the Main Street Grant and the CDBG Grant, and the hope of another transportation grant in the near future. Trustee Kelts offered Resolution # to approve a new contract with Troy Architectural Program, Inc. to apply for another Main Street Award for up to $200,000. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # calling for a special meeting on March 22 at 7PM for the purpose of certifying the election. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted Yes. Trustee Rocque offered Resolution # calling for a public hearing on the 2006 Section 8 agency plan at 7PM on May 10. The second was offered by Trustee Kelts; all Trustees and Mayor Mahoney voted Yes. Trustee Pascucci moved to appoint the following as election inspectors for the March 21 village election: Mary Ann Castle, Betty Fusco, Anne Lewis, Lynda Muscatiello, Mary Jane Surprenant, Varian Senick, Marion Breen, Ida May Neary, Connie Bishop, Marion Daubney, Marie Bova, and Mary Comitale. Trustee VanDervoort seconded the motion. All Trustees and Mayor Mahoney voted Yes. Trustee Rocque offered Resolution # setting the inspectors’ pay at $125. for election day. Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # appointing Mary Ann Castle and Varian Senick to prepare the voter registration lists and setting their salary at $50. Trustee Pascucci offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Rocque offered Resolution # granting permission for a Community-wide Easter sunrise service in Knickerbocker Park on April 16. Trustee Pascucci offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # authorizing installation of a handicap parking sign in front of 26 Second St. Trustee VanDervoort offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # authorizing the following budget transfers: $83,996. from A2210 (Federal Aid) to A3410.2 (fire equipment) to account for FEMA Grant for Scott air packs….$32.72 from A1990.4 (contingent acct.) to A8189.4 (trash, trees, and leaves)….and $19.00 from A1990.4 (contingent acct.) to A9010.8 (NYS Retirement).
