Regular Meeting—April 11, 2007

 

            Mayor Mahoney called the meeting to order at 7:30 PM, following two public hearings. All Trustees were present, as well as Clerk O’Brien, Attorney Varley, and Treasurer VanDervoort. 

            Trustee Kelts moved to waive reading the minutes from the previous meetings and to accept them as written.  Trustee Rocque seconded the motion, which carried unanimously.

COMMITTEE REPORTS:

            Trustee Pascucci—Improvements are being planned for the 2007 summer parks program.

            Trustee VanDervoort—April 21 will be the Canal Corp. second annual Clean Sweep.  Heritage Day will be observed Oct. 13.  The Fire Dept. answered 15 calls during the month of March, and had a total of 13 training sessions.   The complete report is available from the Village Clerk.

            Trustee Rocque—Report of the Public Works Director, who has been working on park maintenance, pot hole repair, and leaf bag pickup.  Residents are requested to put out leaf bags along with their garbage on Sunday nights.  Leaves will be picked up either on Monday or Tuesday by the Village maintenance crew.  The complete report is available from the Village Clerk.

            Trustee Kelts—Plans for Canalfest are nearly complete.  The schedule for Concerts in the Park will be announced soon.  Concerts will be held on Sunday afternoons this year.

            The financial report for March is as follows:  Checking Acct., $76,015.68;  Money Market,  $235,905.68.  Total General Fund balance is $311,921.36.  Special Projects fund, $58,089.09.  Utilities total $6,984.64; Payrolls, $4,519.57; Section 8, $21,613.07.   The current abstract is for a total of $70,359.00.

            Trustee Kelts moved to pay these bills upon approval of the department heads and the Village Board.  Trustee Rocque seconded the motion, which carried unanimously.

            Mayor Mahoney reported on the problem with tractor-trailers driving over the curbs at Third and Broad St.  The police are trying to monitor the situation and issue tickets when they can, but the NYSDOT cannot change the intersection. 

            On March 22 the Mayor participated in delivering Meals on Wheels to many Waterford residents as part of their annual observance of Mayor’s Day.  He praised the volunteers and noted the importance of a daily contact with those who might otherwise not see another person.

            Another 6 or 8 new streetlights are being planned for the Broad St. area in the near future.

            Trustee VanDervoort offered Resolution #        to advertise for bids on the trail linking Lock 2 with the visitor center, with bids to be opened at noon on April 20.  Trustee Pascucci offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #           calling for a Special Meeting on Friday, April 20 at 2PM to award the bid for the above project.  Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Rocque offered Resolution #         to appoint Victoria Kelts as director of the summer parks program at a salary of $406. per week.  Trustee Pascucci offered the second.  Trustees Pascucci, Rocque and VanDervoort  and Mayor Mahoney voted Yes.  Trustee Kelts abstained.

            Trustee Kelts offered Resolution #         to accept, with regret, the resignation of Treasurer Robert Thompson.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            Mayor Mahoney offered Resolution #          to appoint  the current deputy treasurer, Ryan VanDervoort, as the new treasurer.  Trustee Pascucci offered the second.  Trustees Kelts, Rocque, and Pascucci and Mayor Mahoney voted Yes; Trustee VanDervoort abstained.

            Trustee Rocque offered Resolution #         to adopt Local Law #5 of the Vehicle and Traffic Law.  Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #          adopting the Village Budget for 2007-2008.  The second was offered by Trustee Rocque.  All Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #         approving a budget transfer of $36,614.44, an insurance recovery, from A2680 to increase A3410.2, fire equipment, $17,445.75; and  A3410.4, fire department contractual expense, $19,168.69.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #           opposing the concept of county-wide assessing and the bill presently before the NYS Assembly, which would eliminate the local assessor.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            As there was no further business, Mayor Mahoney invited comments from members of the audience. 

            Laura Huneau reported on compliments received from their visitors about the new street lighting on Broad St.

            Frank Galarneau expressed concern about the looks of trash along the banks of the canal.

            The meeting was adjourned at 8:05PM.
