Regular Meeting—Dec. 12, 2007
The meeting was called to order at 7:30 PM following 2 public hearings. The roll call showed all Trustees and Mayor Mahoney to be present. Also present were Attorney Varley, Treasurer VanDervoort, DPW director Falcone, Clerk O’Brien, planning board chairman Jon Matson, Jim Mullahey, John Peat and Bob Mielenz. A reporter for the Troy Record also attended. Trustee Kelts moved to waive reading the minutes from the previous meeting. Trustee Rocque seconded the motion, which passed unanimously. COMMITTEE REPORTS: Trustee Pascucci—thanked Jon Matson, Craig Falcone, Ward and Teri Patton, Curtis and Rosemary King for their invaluable help in decorating Knickerbocker Park for Christmas. Mayor Mahoney noted that many residents have told him how beautiful the park looks. Trustee VanDervoort—Reported that the fire department answered 9 alarms during November and has continuous training sessions. Craig Falcone has been voted in as a member of the Knickerbocker Steamer Co. A rebate of $4,991.40 has been received from our insurance carrier. The complete report is available from the Village Clerk. Trustee Rocque—gave the DPW report, noting that Dec. 10th was the last day for the lawn and leaf bag pickup until some time in the Spring. It was also noted that another spectacular Christmas lighting of the park had been accomplished by Trustee Pascucci and his committee. The snowblower has been attached to the Kubota tractor for the winter season. Trustee Kelts—noted that his weekly tour of the village streets and alleys showed no problems with trash at this time. The financial report for Nov. is as follows: Checking acct., $86,217.47; money mkt. Acct., $129,505.49; total General Fund, $215,722.96. Special projects fund, $58,089.09; unaudited utilities, $5,819.17; payrolls, $6,971.55; and Sec. 8, $26,609.16. The General Fund abstract is for $28,359.88. Trustee Kelts moved to pay these bills upon approval of the department heads and the Village Board. Trustee Rocque seconded the motion, which carried unanimously. Mayor Mahoney announced that a matching grant of $74,270. has been received for Streetscape work to be done on Second St. between Broad and South St. Trustee Kelts offered Resolution # to adopt a Local Law for Stormwater Management and Erosion & Sediment Control. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # to adopt a Local Law to Prohibit Illicit Discharges, Activities and Connections to the Separate Storm Sewer System. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. (Public Hearings on both of the foregoing laws were conducted prior to the meeting at 7 and 7:15 PM) Trustee Rocque offered Resolution # to permit all 5 members of the ZBA to attend a conference in Saratoga Springs @ $40. each. Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # to reimburse Mark Polnak for ½ the cost of replacing the sidewalk at 27-29 Fourth St. The reimbursement amounts to $762.50. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Pascucci offered Resolution # to accept the result of a title search conducted on Lawrence St. which shows that the alleged alley between #1 and #5 Lawrence St. is not and has never been a public street in the Village, and confirming that the Village Board holds no interest in the property.. The second was offered by Trustee Kelts; all Trustees and Mayor Mahoney voted Yes. Trustee Rocque offered Resolution # authorizing the Village attorney to serve Donald Harrigan, 2 Lawrence St., an order to cease operating a commercial business in a residential neighborhood. Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # calling for a public hearing on Jan. 9 at 7:15 PM to discuss amending the V&T law by creating a No Parking zone on the East end of Lawrence St. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. As there was no further business to conduct, Mayor Mahoney opened the meeting to comments from the audience. A lengthy letter of complaint was read by Bob Mielenz, citing his disapproval of the way the Village Board handled the matter of the alleged alley on Lawrence St. The meeting was adjourned at 7:50 PM.
