Regular Meeting—July 11, 2007
The meeting was called to order at 7:30 PM by the Mayor, J. Bert Mahoney. Roll call showed all Trustees were present, as well as Attorney Varley, Bob Lowther, Craig Falcone, John Peat, Jim Mullahey, Bob Mielenz, Tom Wright, John Fairclough, and Rev. Cheri Peaslee. Clerk O’Brien was absent and excused. Trustee Kelts moved, Trustee Rocque seconded, to waive reading the minutes from the previous meeting. All voted in favor. COMMITTEE REPORTS: Trustee Pascucci—Parks program in full swing. Program is available on the Town website. Thanks to Ray Rocque for installing the new sprinkler heads on the kiddie pool. The new piece of equipment will be installed as soon as the boat can be moved. Trustee VanDervoort—The fire department answered 13 alarms during the month of June. The complete report is available from the village clerk. Ford Hose Co. will be honoring Steve Hunt at the annual Old Timers Day on Aug. 11. Trustee Rocque—The director of public works, Craig Falcone, reports that some tree trimming has been done near stop signs, and some signs have been replaced. Riberdy Contracting will be repairing or replacing a number of our older catch basins in the near future, and some street repairs will also be made. The complete report is available from the village clerk. Trustee Kelts—The sell-out is on schedule for Sept. 22-23 and vendors are signing up. The first annual antique car show is scheduled for July 21 at the 4th St. park and Division St. The financial report for June shows a checking account balance of $193,480.85 and a money market account balance of $137,931.75, for a total General Fund balance of $331,412.60. Special Projects Fund, $58,089.09; unaudited utilities, $4,873.86; payrolls, $7,905.36; Section 8, $1,187.07. There were 2 abstracts—the Special Projects Fund, for $1,000. and the General Fund, for $34,352.09. Trustee Rocque moved and Trustee Kelts seconded the motion to pay these bills upon approval of department heads and the village board. All voted in favor. Mayor Mahoney reported on the following items: Installation of new streetlights on Broad St. has begun. The Fire Dept. has been awarded a member item for life saving equipment, which has been purchased. A meeting is scheduled for July 26 with the State and FEMA to review the community rating system for flood insurance in the village. If successful, the premiums could be reduced by 5 – 10%. Signs for Mohawk-Towpath Scenic By-way routes will be reduced and only installed at 8th St. and Washington Ave. Trustee Kelts moved to increase Michael Brazinski’s hourly rate to $8.28, retroactive to June 1. Trustee Rocque seconded the motion, which carried unanimously. Trustee Kelts offered Resolution # to hire Andru Gardner as part-time parks worker for the summer, at $8.00 per hour, retroactive to June 15. Trustee Rocque offered the second and all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # to recind the resolution made in Dec., 2006, calling for debt service payment for Streetscape to be transferred from the Capital fund to the General fund. The payment actually was paid out of the fund balance and not from the H fund. The second was offered by Trustee Rocque. All Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # , congratulating the Village of Ballston Spa on the occasion of their 200th anniversary. Trustee Rocque offered the second, and all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # authorizing the Waterford Public Library to use O’Connor Park on July 13 from 6-9 PM for a “Barbeque, books and blues open house.” Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. Mayor Mahoney read a letter of concern from residents of Lawrence Street, regarding blocked off village property. Attorney Varley reported that he had written to the owners but had received no response to date. The matter will not be dropped. Robert Lowther, zoning commissioner, requested the attorney to contact a resident who is running a business out of his home. Fire Chief John Fairclough announced that the National Night Out will be observed in Waterford on Tuesday, Aug. 7. Mayor Mahoney requested that the board move into executive session at 7:45 PM. The session closed at 8:05 PM and the meeting was immediately adjourned.
