Regular Meeting—May 9, 2007

 

            The meeting was called to order by Mayor J. Bert Mahoney.  Present were Trustees Pascucci and VanDervort, and Mayor Mahoney.  Also present were Clerk O’Brien, Attorney Varley, and several interested Village residents.  Trustees Kelts and Rocque were absent and excused.

            Trustee VanDervoort moved to waive reading the minutes from the previous meeting.  Trustee Pascucci seconded the motion, which carried unanimously.

COMMITTEE REPORTS:

            Trustee Pascucci—New procedures are in place for the 2007 summer parks season, including first aid instruction for the counselors.  A new piece of play equipment has been ordered and the Fourth St. playground will be reconfigured.  Our insurance policy is up for renewal and the deductible has been increased to $2,500.

            Trustee VanDervoort—The Fire Dept. conducted 10 training sessions and responded to 18 alarms during April.  The complete report is available from the Village Clerk.  The canal clean-sweep day was attended by 25 participants.  The link between the Visitor Center and Lock 2 park will be completed before Canalfest.  Heritage Day will be held Oct. 8 and all are invited to attend planning meetings.  More fire units are expected to be involved this year.

            The pothole problem is being addressed.  A Classic Car Show will be held July 21 on Division St. and the 4th St. park.

            New streetlights have been laid out on Broad St.    The State DOT has put up new signs for the traffic light at 6th and Broad St.

            The financial report for April shows a balance of $61,691.26 in the checking account; and $201,477.09 in the money market account, for a total general fund balance of $263,168.35.  Special projects fund, $58,089.09; Utilities, $6,017.77; payrolls, $5,195.83; and Section 8, $1,187.07. 

            The General Fund abstract totals $90,198.39 and the CDBG abstract is for $1,744.97.  Trustee VanDervoort moved to pay these bills upon approval of the department heads and the Village Board.  Trustee Pascucci seconded the motion.  All voted in favor.

            Trustee Pascucci offered Resolution #       to accept the Section 8 Agency Plan for 2007-08.  Trustee VanDervoort offered the second; both Trustees and Mayor Mahoney voted Yes.

            Trustee VanDervoort offered Resolution #         authorizing River Street Planning to resubmit an application for a Streetscape grant for Second St., from Broad St. to the Peebles Island bridge.  The second was offered by Trustee Pascucci.  Both Trustees and Mayor Mahoney voted Yes.

            Trustee Pascucci offered Resolution #       authorizing Michael Koblensky, 34 First St., to act as his own contractor for installing approx. 315 sq. ft. of sidewalk @ $4.82 per sq. ft.  The work must conform to the Village specifications.  Trustee VanDervoort offered the second.  Both Trustees and Mayor Mahoney voted Yes.

            Trustee VanDervoort offered Resolution #        authorizing handicap parking signs to be erected in front of 5 Pine St. and 24 Front St., provided all paperwork is filed.  Trustee Pascucci offered the second.  Both Trustees and Mayor Mahoney voted Yes.

            Trustee VanDervoort  offered Resolution #        appointing Mary Harney to a 4-year term on the Planning Board; Rick Pucci to a 5-year term on the Planning Board; and Teri Patton to a 5-year term on the Zoning Board of Appeals.  Trustee Pascucci offered the second.  Both Trustees and Mayor Mahoney voted Yes.

            Trustee VanDervoort offered Resolution #       to determine acceptable training for members of the Planning Board and the Zoning Board of Appeals.  Trustee Pascucci offered the second.  Both Trustees and Mayor Mahoney voted Yes.

            Trustee Pascucci offered Resolution #         authorizing the purchase of a piece of playground equipment for $8,875.00, delivered.  Trustee VanDervoort offered the second.  Both Trustees and Mayor Mahoney voted Yes.

            Attorney Varley introduced a new local law to amend Chapter 153, Parks and Recreation areas, limiting use of Village owned basketball courts and tennis courts to Village residents, guests of Village residents and persons participating in Village sanctioned activities.

            Trustee Pascucci moved to call a public hearing on June 13 at 7:15 PM to hear comments from the public regarding the proposed local law.  Trustee VanDervoort seconded the motion.  All voted in favor.

            Trustee VanDervoort moved to call a special meeting on Wed., May 30, at 7PM to approve the new tax warrant and do end of fiscal year budget transfers.  Trustee Pascucci seconded the motion and all voted in favor.

            Scott Salter, 14 Third St., requested board minutes to be posted on the web site sooner than now occurs.  He was advised that the minutes could not be posted until approved by the board at their next meeting.
