Regular Meeting August 13, 2008
The meeting was called to order at 7:30pm. Following a public hearing. Present were Mayor Mahoney and Trustee Kelts, Rocque and Pascucci, Trustee VanDervoort was absent. Attorney Varley, Treasurer VanDervoort, Clerk Koblensky, and Deputy Clerk O’Brien were present. Also attending were Asst. Chief Jason Rocque, Chief John Fairclough, Paul Caradori, Craig Falcone, Jim O’Brien, Rebecca and Christopher Miller, and Cheri Peaslee. Following the Pledge of Allegiance the Mayor announced that the meeting was dedicated to the memory of Scott Cuomo. Trustee Kelts moved to waive reading the minutes from the previous meeting. Trustee Rocque seconded the motion, which passed unanimously. COMMITTEE REPORTS: Trustee Pascucci- The summer recreation program ends on Aug. 15th. Attendance was low this year mainly weather related. Great program for the kids and should continue. New piece of playground equipment will be completed in a few weeks. Insurance- the seagrave has been removed from the policy. There will be another Quadricentennial meeting Aug 16, at the Waterford Museum.
Trustee Rocque- reports for the month of July the Fire Dept. answered 13 alarms spent 121 hours at the alarms. Continue with in house training, truck and equipment checks. The Library’s summer reading program had 203 Children sign up, program for Children reading 15 books or 500 pages received gifts. 82 Children completed this program. The Director of Public Works Report is available in the Village office. Trustee Kelts- The Concert in the park was a big success, great attendance. The Great Village Sell Out will be held the weekend of Sept. 27&28.
The financial report for July is as follows: Checking Acct.,$214,843.27; Money Market Acct.,$83,413.62; for a total General Fund Balance of, $298,256.89. The Special Projects fund balance, $2,584.00; Unaudited Utilites, $ 4,958.24; Payroll $13,877.81; and section 8, $26,621.10. Made Principal & Interest Payment of $35,278.00 on the Engine Rescue Bond. The current abstract on the General Funds totals $37,351.71; the special project abstract is $465.00. Special abstract in the amount of $60,694.57; for the demolition of 100 and 104 Broad Street during the May, 2008 fire.
Trustee Kelts moved to pay these bills upon approval of the department heads and the board. Trustee Rocque seconded the motion, which passed unanimously.
Mayor Mahoney- reports we have taken down many trees in the village, we took down a tree on South Street, with a dangerous sidewalk, the sidewalk will be replaced. I spoke with the contractor from Nation Grid lights are going up on 1st and 2nd street will be completed in October. We received the work permit from the Canal Corporation to continue with our project on the trail restoration. Trustee Kelts offered resolution# authorizing the Mayor to sign a contract with the Secretary of State for a Thermal Image Camera cost is $11,811.90. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Rocque offered resolution# inviting mutual aid company members to our volunteer day to be held on Sept 21st. Trustee Kelts offered the second. All trustees and Mayor Mahoney voted yes. Trustee Kelts offered resolution# authorizing to replace sidewalk on the corner of Third and South Street for the cost of $486.00. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted yes.
Trustee Kelts offered resolution# authorizing advertising for bids for the fence replacement along Champlain Canal between 5th Street and Lock 2 as part of the trail restoration project. Trustee Pascucci offered the second. All Trustees and Mayor Mahoney voted yes.
Trustee Pascucci offered resolution# adopting local law #4 making the alleyway between Third and Fourth Streets from Hudson Street, to the Kavanaugh Firehouse in a southerly direction and located at the north end of the property line for the Kavanaugh Firehouse. Trustee Rocque offered the second. All trustees and Mayor Mahoney voted yes. Trustee Kelts offered resolution# accepting new members to the Fire Dept. Ford Hose Company accepted Edward G. Williams, of 1 School Street, Cohoes NY. The C.H. Kavanaugh Hook and Ladder Company accepted Marc Cocco of 11 Johns Street, Waterford NY, and Steven McNaughton of 6 Front Street, Waterford NY. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Kelts offered resolution# adopt policy for the Asst. Fire Chiefs to fuel their personal vehicles, on a monthly bases not to exceed $25.00 a month approved by the Fire Chief. Trustee Rocque offered the second. All Trustee and Mayor Mahoney voted yes.
Trustee Kelts offered resolution# to increases budget amount of A3410.42 (Fire Fighting Member Item) to $11,811.90, as part of the Thermal Image equipment State Grant Award.
