Regular Meeting—Feb. 13, 2008
The meeting was called to order at 7:30 PM. Roll call was answered by all 4 Trustees and Mayor Mahoney. Following the Pledge of Allegiance the Mayor announced that the meeting was dedicated to the memories of “Cary” Brenz and Bill Plummer. Attorney Varley, Clerk O’Brien, and Treasurer VanDervoort were present. Also attending were Donald Harrigan, Todd Owens, Brian Wright, John Fairclough, Craig Falcone, Robin Koblensky, Jim O’Brien and Cheri Peaslee. Trustee Kelts moved to waive reading the minutes from the previous meeting. Trustee Rocque seconded the motion, which passed unanimously. COMMITTEE REPORTS; Trustee Pascucci—Discussions are taking place regarding new lighting in Knickerbocker Park to be carried out as an Eagle Scout project. A meeting is planned for March 6 regarding the fire department insurance policy. Trustee VanDervoort—The fire department answered 8 alarms during January. I meet with the chiefs on a regular basis . The annual banquet is scheduled for March 8. The annual Canal Clean Sweep will take place on April 19. An educational program about the canals will be held from May 31-June 6, with many area schools attending. Work is still being done along the canals with the help of 3 grants, and should be completed this spring. Trustee Rocque—Congratulated Mayor Mahoney and Chris Callaghan on being delegates to the Republican National Convention in August. The DPW report for January includes the canal trail cleanup work being done by a crew from Mt. McGregor Correctional Facility and our own parks crew, with the assistance of the Town highway department. A problem with low hanging branches has been noted and a list of trees in need of trimming will be presented to the Board at the March meeting. Trustee Kelts—Dates for Concerts in the Park have not yet been decided. There have not been any noticeable trash or garbage problems during the past month. The financial report for the month of January is as follows: Checking Acct. $26,412.10; Money Mkt. Acct., $125,772.26, for a total General Fund balance of $152,184.36. The Special Projects fund balance is $27,931.53. . Unaudited utilities were $8,059.34; Payrolls, $7,589.33; and Section 8, $24,469.10. The current abstract on the General Fund totals $22,792.06, and on the Special Projects Fund, $12,070.95. Trustee Kelts moved to pay these bills upon approval of the department heads and the Village Board. Trustee Rocque seconded the motion, which passed unanimously. It was noted that an interest payment of $4,286.91 was made on the Fire Rescue Engine Bond. The 4 lights on Broad St. are supposed to be completed by next week. Trenching for the other lights will be done as soon as blacktop plants open in the spring. A meeting has been held regarding the possible discounting of flood insurance rates in the Village. It will be a very long process. Trustee Kelts offered Resolution # appointing Ward Patton, 2nd St., Pat Pascucci, Pearl St., and Michael Mahoney, 4th St. to the Board of Assessment Review. Trustee Rocque offered the second; Trustee Pascucci voted Yes to Patton and Mahoney and abstained on Pat Pascucci. Mayor Mahoney voted Yes to Patton and Pascucci and abstained on Michael Mahoney. Trustees Kelts and Rocque voted Yes to all appointees. The list of 12 potential election inspectors was read by Clerk O’Brien. These include Mary Ann Castle, Mary Vadney, Lynda Muscatiello, Jeanne Lobravico, Mary Jane Surprenant, Anna Lewis, Marion Breen, Michael Marchese, Ida Mae Neary, Marie Bova, Cynthia Quantock, and Joyce Hurst. Trustee Kelts offered Resolution # to appoint all on the list. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted Yes. Trustee Rocque offered Resolution # setting the salary for inspectors at $150 each for the day. Trustee Kelts offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # authorizing the mayor to sign a contract with Riverspark in the amount of $1200. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted Yes. Trustee Rocque offered Resolution # to support the restoration of the Henry Knox Cannon Trail monument #18, located at the intersection of Broad and First St. Trustee Kelts offered the second. All Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # authorizing Chazen Engineering to assist in the preparation of specifications for fencing along the Champlain Canal between Broad St. and Lock 2 Park, at a cost not to exceed $3,100. Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered Resolution # to increase the auditor contractual account, A1320.4, by $4,000. This amount was reimbursed by Joseph Mastrianni, Inc. for a single audit of the Section 8 program. As there was no further business, the meeting was adjourned at 7:50 PM.
