Regular Meeting November 12, 2008
The meeting was called to order at 7:30pm. Present were Mayor Mahoney, Trustee Kelts, Rocque, VanDervoort and Pascucci. Attorney Varley, Clerk Koblensky, Deputy clerk O’Brien were present. Also attending were Chief Fairclough, Craige Falcone and Jim O’Brien. Trustee Kelts moved to waive the reading of the minutes from the previous meeting and the special meeting. Trustee Rocque seconded the motion, which passed unanimously. COMMITTEE REPORTS: Trustee Pascucci- parks we have been working on the lights and decorating the park to get ready for the Christmas Parade which will take place on November 29th at 7:00pm. Insurance Dave Meager sent a summary of the insurance policy which has increased 4%. The Waterford Youth Council has a website for information on events. Trustee VanDervoort – reports fire dept answered 6 alarms in October and continue with training and truck checks, 21 members of the fire dept participated in Fire Prevention week at the Waterford Halfmoon School. The Canal will be closing this Friday November 14. Heritage Day, was very successfull this year. Plans are in the works for next years Heritage Day. Trustee Rocque- Village of Waterford Director of Public Works, Work has been done in the following areas: road patching, park equipment construction, lawn and leaf bag pickup, park decorating and winter season preparedness. Complete report is available in the Village office. Trustee Kelts- reports no complaints, everything in going great! The financial report for October is as follows: Checking acct., $75,867.60; Money Market acct., $173,710.03; for a total General Fund Balance of $249,577.63. The Special project fund balance, $1634.34; Unaudited Utilites, $5,606.54; Payroll $7,877.29; Section 8, $27,122.00. The current abstract on the General Funds totals $21,088.11. Trustee Kelts moved to pay the bill upon the approval of the department heads and the board. Trustee Rocque seconded the motion, which passed unanimously. Mayor Mahoney reports- 6 lights still need to go up on the south side of Broad Street. There is a phone line that needs to be moved before this can happen, hopes are to get the lights up before the snow falls. Second Street, Streetscape grant $74,270 this is a matching grant, similar to was what was done on 1st 3rd and 4th involves lighting, curbs, sidewalks, trees and handicap accessibility at the intersections. We have been invited to the Christmas Parade and tree lighting ceremony November 29th at 7:00PM. Parade starts at the corner of Broad & 7th Street. We put out a request for a proposal, we voted on this Monday at a special meeting, the RFP has been advertised for the design of second street streetscape. We need blue prints to summit to the State. Trustee Kelts offered resolution# accepting application for Preserve America Community Designation. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Kelts offered resolution# authorizing the Mayor to sign grant with Riverstreet Planning for implementation of Second Street. Trustee Pascucci offered the second all Trustees and Mayor Mahoney voted yes. Trustee Rocque offered resolution# to call a public hearing on Wednesday, December 10th at 7:00pm to discuss subdivision regulations for the Village of Waterford. Trustee Kelts offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Kelts offered resolution# to call a public hearing on Wednesday December 10th at 7:15pm for the purpose of temporary entrance structures for outdoor café/restaurant/bar seating areas. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Kelts offered resolution# appointing Harmony Fitzgerald Deputy Village Clerk. Trustee Rocque offered the second.
