Regular Meeting—Dec. 17, 2003
The meeting was called to order at 7:30 PM by Mayor J. Bert Mahoney. All Trustees were present, as well as Attorney Varley, Treasurer Gorham, Clerk O’Brien, Public Works Director Falcone, reporter Phil Vanno, and Jim O’Brien. Trustee Kelts moved to waive reading the minutes from the previous meeting and accept them as written. Trustee Rocque seconded the motion and all voted in favor. COMMITTEE REPORTS: Trustee Pascucci—The façade committee has held another very productive meeting. The next meeting is scheduled for Jan. 13 at the Waterford Museum. The Christmas lighting at the Knickerbocker Park will remain until at least a week after the New Year. Special thanks to Craig Falcone and Jon Matson for their assistance. Trustee VanDervoort—The report of the Director of Public Works includes the following: Street sign repair, researching new equipment, complaint control and problem solving, street and sidewalk snow removal. Approximately 51 hours were spent on the above, after 30 inches of snow. The complete report is available from the Village Clerk. Trustee Rocque—The fire department answered 13 emergency alarms during November. The complete report is available from the Village Clerk. Trustee Kelts—There have been a few trash problems, but all were taken care of satisfactorily. The financial report for the month of November is as follows: Checking account balance, $23,123.93; money market account, $278,137.24. There are no C.D.’s. The total cash balance is $301,261.17. The total in the Special Projects Fund is $36,994.79. Unaudited utilities for Nov. were $3,421.11; Payrolls, $5,332.90; and Section 8, $19,450.00. There are no budget transfers. The current general fund abstract is in the amount of $40,944.39. Trustee Kelts moved to pay these bills upon approval by the department heads and the Village Board. Trustee Pascucci seconded the motion, which carried unanimously. Trustee Rocque moved to pay the special projects fund abstract in the amount of $7,800. Trusteee Kelts seconded the motion, which carried unanimously. The official opening of the Peebles Island Bridge was celebrated on Friday. Trustee Kelts offered the Resolution (# ) authorizing the mayor to sign a release of Michael Flatley’s obligation to the village after payment of $3,780.00. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered a Resolution (# ) to erect a handicap parking sign at 79 Second St., provided all paperwork is in order. The second was offered by Trustee Rocque. All Trustees and Mayor Mahoney voted Yes. Trustee Kelts offered a Resolution (# )authorizing the village attorney to serve notice of violation on the owner of #1 Seventh St., according to Chapter 92 of the Village Code. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted Yes. Trustee Rocque offered a Resolution (# )to introduce an addition to the village code and schedule a public hearing on Jan. 14 at 7 PM for a 2-hour parking space in front of 36 Fourth St. Trustee Kelts offered the second. All Trustees and Mayor Mahoney votedYes. Trustee Kelts offered a Resolution (# ) authorizing the mayor to again sign a contract with County Waste for garbage pickup in the village. The contract had been previously signed, but could not be located by the contractor. The second was offered by Trustee Rocque. All Trustees and Mayor Mahoney voted Yes.
