Organizational Meeting—April 1. 2008

 

            The meeting was called to order at 7 PM, followed by the Pledge of Allegiance. The roll call showed Mayor Mahoney and Trustees Kelts, Rocque, VanDervoort, and Pascucci, as well as Clerk O’Brien, Deputy Clerk Koblensky, Attorney Varley, Treasurer VanDervoort, and Jim O’Brien to be present.

            As the first order of business, Mayor Mahoney requested the appointment of Nancy O’Brien as Village Clerk.  All Trustees voted Yes and she was sworn in by Mayor Mahoney.  Mrs. O’Brien then swore in the mayor and all trustees.

            Mayor Mahoney announced the following appointees and asked for the approval of the board:  Ryan VanDervoort, Village Treasurer; Marilynn Brown, Tax Collector and Registrar; Craig Falcone, Director of Public Works; and the firm of Donahue, Sabo, Varley, and Huttner as the attorneys for the Village.  All Trustees and Mayor Mahoney voted Yes, except Trustee VanDervoort abstained from voting for the treasurer .

            Trustee Kelts offered Resolution #      authorizing the following officers to sign checks:  the Mayor, Deputy Mayor and Treasurer.  Trustee Pascucci offered the second; all Trustees and Mayor Mahoney voted Yes.

            Other appointees were as follows:  James Early, Assessor; Anne-Marie Morrissey, chairman of the ZBA; Mary Ann Kelts, secretary of the ZBA; Jon Matson, Planning Board chairman; Nancy O’Brien, assistant registrar; Robert Lowther, Zoning Commissioner; George Bush, assistant zoning commissioner; Joseph Clark, building inspector; Albert Cassella, Jr. and Joshua Masse, parks maintenance.  Trustee Rocque moved to approve the appointments, and Trustee Kelts seconded the motion, which passed unanimously.

            Committee assignments were announced by the Mayor as follows:

            Trustee Rocque—Deputy Mayor, public works, and library

            Trustee Pascucci—Parks, youth, and insurance

            Trustee Kelts—Festivals, concerts, village sell-out and garbage problems

            Trustee VanDervoort—Fire department, Heritage Day, and museum

            Mayor Mahoney—Special projects and veterans’ affairs

            Trustee Kelts offered Resolution #      designating Key Bank as the official depository of the village and the Record as the official newspaper.  Trustee Pascucci offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #         calling for a Public Hearing on the

 2008-2009 budget on April 9 at 7 PM.  Trustee Rocque offered the second; all Trustees and Mayor Mahoney voted Yes.

            Trustee Kelts offered Resolution #        to accept the bid of $13,990. from Donovan Tree Service for cutting down 32 trees along the Champlain Canal and to authorize the mayor to sign a contract with Donovan Tree Service.  Trustee VanDervoort offered the second.  All Trustees and Mayor Mahoney voted Yes.  Other bidders were Paradise Tree Service, $15,000., and Davey Tree Experts, $22,400.

            As there was no further business, the meeting adjourned at 7:30 PM, followed by a budget workshop.
