Regular Meeting August 11, 2010
The meeting was called to order at 7:30PM following a public hearing in regards to the use of CDBG fund for the streetscape project. Present were Mayor Mahoney, Trustee Kelts and Rocque. Trustee Vandervort and Carson were absent. Also present were Treasurer Ryan Vandervoort, Clerk Koblensky, Attorney Varley, Craig Falcone, Chief Jason Rocque, Asst. Chief Brian Wright, Asst. Chief Don Baldwin, Robert Lowther, Deputy Nancy O’Brien and Jim O’Brien. Trustee Kelts moved to waive the minutes from the previous meeting. Trustee Rocque seconded the motion which passed unanimously.
COMMITTEE REPORTS: In parks the playground program is nearing the end, again was a great success. Trustee Rocque read the report for Trustee Vandervoort, Fire Dept. had 11 alarms for the month of July. Five Firefighters in a NAUI dive class to be completed by the end of August. Museum- Heritage Day weather impacted the fireworks on Friday night. The concert was held for a good crowd, Parade and ceremony were well attended. The Muster went, well with a Button Engine winning the event, while Catherine Button watched. One week later Catherine Button passed away at the age of 93. Canals- there will be a walk along the Old Champlain Canal on Saturdays and Sundays in the month of August, September and October. Towpath work is being done. Trustee Rocque reports- work has been done in the following areas: Park and street maint, full report available in the village office. Trustee Kelts reports concert last week was great, concert this Saturday and the 21st. Village Sell Out will be September 25th and 26th. Mayor reports-Craig and I have been working on CHIPS reimbursement, Second Street, 6 trees were removed to get ready for Streetscape project, new sidewalks and lights and trees. Broad Street project is completed. The Financial report for the month of July is as follows: Checking Acct. $56,789; Money Market Acct. $127,047 for a total General fund balance of $183,845. Special Projects Fund balance $10,918, Unaudited Utilities, $5,652; Payrolls $14,331; Section 8, $ $29,698. The current abstract on the General Fund is $60,496.75 Special project abstract is $2,300. Budget Transfer- Transferred $10.50 in spending authority from A3410.21 to A1325.4 to support payroll taxes on fire department Support Staff. Made Principal ($31,000) & interest ($3,208.50) Payments on Rescue Engine Serial Bond for the total $34,280.50. Trustee Rocque moved to pay the bills upon the approval of department heads and the board. Trustee Kelts seconded the motion which passed unanimously. Trustee Rocque offered resolution# to award bid for Second Street, to Talham the lowest bid. Trustee Kelts offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Kelts offered resolution# authorize the zoning board to hire a stenographer for upcoming public hearing if needed. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Kelts offered resolution# authorizing the Mayor to sign release of Bond on new KME pumper assigned to Ford Hose. Trustee Rocque offered the second. All Trustees and Mayor Mahoney voted yes. Trustee Rocque offered resolution# to call for a public hearing to make the intersection of Lawrence and Mercer a four way stop. Trustee Kelts offered the second. All trustees and Mayor Mahoney voted yes. Jim O’Brien thanked the Board for the work done at the 4th Street playground.
